Accreditation system for teachers suggested
Islamabad: Educationists, professors and experts have suggested for ministry of education to put in place a system for standards and accreditation of teachers' education to produce quality teachers for the country's educational institutions.

They were addressing a national seminar on "Standards and Accreditation of Teacher Education", organized by Ministry of Education in collaboration with  UNESCO under its project titled "Strengthening Teacher Education In Pakistan(STEP)" to seek proposals and suggestions from international and national experts in education field for designing accreditation system for teachers, here on Wednesday.

The speakers included Dr Sharon A. Siverts, George Mason University USA, Dr Gregor Allen Ramsey, from Australia, Jorge Sequeria, Representative UNESCO, Dr. Randy L. Hatfield, Director Education in USAID office, Secretary Education Jahangir Bashar, Dr Munawar Mirza, University of Education Lahore, and Dr. Fayyaz Ahmed, Joint Education, ministry of education and Mahmoo H.Butt, Allama Iqbal Open University.

They were of the opinion that quality of teaching and learning in teacher education institutions was far from satisfactory level in Pakistan, thus there was a need of restructuring the teacher education system in the country.

They said that many studies pointed out the absence of a quality assurance mechanism of teacher education had allowed teaching institutions to develop and implement teacher education programmes at their discretion leading to uneven and poor quality of education in the country.

Having thoroughly studied education system in the USA and given the needs of Pakistani society, Dr Sharon Siverts said that Pakistan should introduce international standards for quality teacher education, including fieldwork, internship and performance based assessments.

She said that there was a need to hold social dialogue to take all stakeholders on board to make the system more effective for upgrading teacher education.

Dr Gregor Allen Ramsey said that there was a need of political will in addition to sustained efforts by the concerned authorities to produce quality teachers for development of a country.

"In the end it is the political argument and will that wins the day, and it is important to bring the decision makers along the system is being developed", he observed.

He suggested that officials of the ministry should also take concrete measures to acquire input from all stakeholders within the country to develop a viable system for producing quality teachers.

Speaking on the occasion, Education Secretary Jahangir Bashir said that the government was aware of importance of quality teachers and it had been stated in draft of the National Education Policy that Teacher training arrangements, accreditation and certification would be standardized and institutionalized.
He said that Pakistan had already taken some steps and the HEC had established Accreditation Council for Teacher Education (ACTE), which was working with STEP to develop National Standards for Teacher Education and the Guidelines of Institutional and Programmatic Accreditation, Certification and Licensing System.
