Body to check use of guides, guess papers
Lahore: A Committee formed by Punjab chief minister on Monday deliberated upon the ever-increasing trend of tuition centres and guidebooks, to evolve a strategy to curb their menacing role regarding quality education.

The preliminary discussions reached a unanimous conclusion to invite representatives of tuition centres and publishers of "get-through-guides" to seek their input before taking a final decision.

Sources in the Punjab Higher Education Department said that the issue regarding growing tuition culture and guidebooks surfaced during deliberations of an earlier committee, which was constituted by the CM to eliminate the Booti Mafia.

The sources added that realizing importance of the issue, Chief Minister Shahbaz Sharif formed a separate committee to come up with recommendations to control the "unbridled" working of publishers of guidebooks and working of private tuition centres/academies.

Monday's meeting decided to invite prominent publishers involved in the "business" of guides, guess-papers and model papers and administrators of leading academies and tuition centres to finalize suggestions and recommendations.

The meeting observed that guidebooks, guess-papers and model papers etc always proved a great hindrance in sharpening creativity among students while at the same time these were promoting rote learning among them.

It is important to mention here that the sale of different kinds of guess-papers and model papers of various subjects of different classes especially matriculation and intermediate reached in the wake of examination season every year.

The meeting expressed concern that the trend of using guess-papers and model papers was very high among students both from the government and private schools, which needed to be controlled if could not be eliminated.

It also expressed concern over mushrooming of tuition centres and academies with a view to regulate their working to ensure quality education. Generally guess-papers provide selection of a number of important questions from different exercises and sometimes even some questions are marked as "sure shot".

The academic circles are not in favour of guess-papers and guide books etc and oppose its use by the students especially those who solely depend on such material and do not cover their courses completely.

A participant in the meeting said that at present there was no law to control the printing of guidebooks and guess-papers etc, adding the government wanted to take a decision in consultation with all the stakeholders.

The meeting was chaired by MPA Rana Muhammad Afzal while its prominent members include MNA Saira Afzal Tarar, Shaista Pervaiz Malik, Baela Raza Jamil, Secretary Higher Education, Secretary Schools, Chairman Punjab Textbook Board (PTB) and Directors of Directorate of Public Instructions (DPI) Elementary & Secondary.

One-state solution not possible: Dr Yahya
Lahore: Department of History of the Punjab University (PU) together with the Pakistan Study Centre (PSC) arganised a seminar titled 'A peaceful resolution to Arab-Israeli Conflict' at the varsity here on Monday. Prof Dr S Qalb-i-Abid also participated in the seminar wherein Georgetown Scholar Imam Dr Yahya Hendi (PhD) was the keynote speaker.

Imam Yahya traced the roots of Arab-Israel conflict in the emotional involvement of Muslims, Christians and Jews in the region of Palestine particularly Jerusalem. He believed that as it was a sacred place for the three religions, it should be accessible to the whole world and should not be confined to only one community.

He emphasised that the three basic principles should be followed for resolving this problem. The first principle was politics of justice, which meant that all the governments should maintain the vision and practice of justice in all fields of life for all the communities.

Secondly, economics of equity, which signified that the people should be paid in accordance with what they do; ability to avail economic opportunities and educational facilities should be provided to all. Thirdly, the covenant of communities which ordained that rights of all the communities should be protected without any regard to caste or creed.

Imam Yahya emphasised that these three principles could provide bedrock for the solution of the Arab-Israel Conflict. He then delved on the projected solutions of the conflict. In his opinion, two states solution - Israel and Palestine - was impractical as Palestine would be divided into two geographically, separate areas and Israel would lie in between.

He also believed that one state solution was also not possible in the present circumstances where Jews felt themselves insecure as a minority and the Palestinians were highly distrustful of the Jews.

He opined that the present US administration has launched a peace initiative and president Obama's Cairo speech was an important break from the past. He emphasized that Pakistan due to its geopolitical importance-along with the OIC and the Arab League should come forward to respond to this initiative and present a unified voice on the issue.

Dr Qalb-i-Abid gave a historical perspective of the Palestine problem mentioning the British promise (Balfour declaration) to create a separate Jewish state in the world, increasing Jewish population from only thousands to millions (legally and illegally).
