Peshawar University VC rejected plagiarism

Pressure group behind mudslinging, says UoP VC
Peshawar, Aug 29: Speaking out for the first time since he was accused of plagiarism, Vice-Chancellor of the University of Peshawar Prof Dr Azmat Hayat Khan Sunday rejected the allegations against him as baseless. A pressure group in the university is politicising the issue for its personal gains, he said in an exclusive interview.

The plagiarism issue against me has been politicised and is backed by a pressure group from top to bottom. No one wants to hear our voice, unfortunately not even the media. Some of the media persons contact us only to provide a legal cover to their stories. After filing their stories, they seek our comments to put them in the second last para of their news story. This is the reason I often refuse to comment on the matter, he maintained.

He said that the case was in the court and he could not comment much about it. However, I have challenged the jurisdiction of the Higher Education Commission. The letter of the HEC was written on malafide intention to the Khyber Pakhunkhwa governor in May 2011, he argued.

The HEC in its letter to the governor has suggested action against the vice-chancellor. Dr Azmat Hayat said the letter was no surprise for him because the HEC had already decided imposition of penalty without formal inquiry into the issue, showing malafide on its part.

He said that the HEC did not provide an opportunity to the author to justify the originality of his concept, which is a clear violation of its own plagiarism policy. Let me make it clear that the inquiry committee was constituted in late July while the decision was made in May 2011, he pointed out.

The Vice-Chancellor said that he had done his PhD in 1990 on the Durand Line and his thesis were challenged after 21 years, which was self-explanatory of the malafide intent behind the issue.

He said that the Indian Office Library was the primary source of files for him. If you see my book you will come to know that I have quoted the original sources of information which is the same that Mst Kulwant Kaur has done. I mean both the authors have quoted original sources with different citations, he argued.

In my book on several occasions I have mentioned in the footnotes that for further details see Kulwant Kaur's book, Pak Afghan Relations. Now if I wanted to steal somebody's work, I would not have referred to his or her book, he added.

Regarding the letters of a faculty member of the university to various quarters accusing him of giving life threats to him and his family members, Dr Azmat Hayat said he was an academician and believed in the sanctity of pen and book. Also, I belong to a well-reputed family of Peshawar. People know me and my family very well. I cannot even think about such mean practices, he stated.

We conducted an independent inquiry in light of the complaints. Even my statements were recorded. Every time it was proved that the complaints held no ground, he maintained. "The matter was the other way round. University officials have reported several times that the said faculty member has threatened and manhandled them," he explained.

On August 23, he used the worst abusive language in front of my office and threatened to kill two officers of the university, the Vice-Chancellor alleged. Asked as what action the university had taken against the said faculy member against him, Dr Azmat Hayat said the university administration had informed the chancellor about the incident. The previous inquiries in his case have also been reported to the chancellor, he added.

The vice-chancellor recalled that the campaign against him started in February last when a faculty member of the Law College violated the strict rulers of the Governor's House about zero tolerance with regard to political activities at the campus. "The teacher led a procession of students and delivered a highly objectionable and threatening speech. The university administration served show cause notice on the said teacher on February 17, wherein he was directed to explain his position. The faculty member in reply adopted the policy of antagonism. He has been backed by a group of teachers of the university," the vice-chancellor said.

Members of the same group came to me and asked me to withdraw the action against the faculty member and accept their two or three more demands otherwise they would launch a campaign against me. My reply was simple that what I have done was in compliance of the directives of the chancellor. You can go ahead with whatever you want, Azmat Hayat said.

UET engineer prepares electronic water purifier
Peshawar: University of Engineering & Technology (UET) Peshawar in collaboration with Breast and Children Cancer Institute (BCCI) Welfare Society has prepared an electronic water purifier of international standard, which can guarantee 100 per cent purification of water.

The electronic water purifier (Cure-0111) was prepared with joint efforts of Breast and Children Cancer Institute Welfare Society and University of Engineering & Technology (UET) Peshawar.

In this connection a function was held in the central office of BCCI at Sikandar Town. The function beside the manufacturer Engineer Noor Rehman of the UET was attended by students of different universities, colleges and teachers, health experts, representatives of the Environmental Protection Agent (EPA) and people belonging to different walks of life.

Chairman BCCI and former Director, IRNUM Hospital Peshawar Professor Dr Gul Rehman briefed the participants regarding the benefits of the instrument. He said that according to surveys of international agencies water of the flood-affected districts of Charsadda, Nowshera and Peshawar was injurious to health.

The instrument, he said has the capacity of purifying 300 to 500 litres of water daily. The use of the Cure-0111 could help minimise environmental pollution in surgical rooms of hospitals, operation-theatre, maternity homes, schools, colleges and other places.

Bogus appointments in Nowshera Education Department nullified
Nowshera: A scam involving withdrawal of salaries on bogus appointments has been unearthed in the Education Department in Nowshera district.

An official of the Anti-Corruption department, Qazi Aslam said that a first information report (FIR) had been registered against the District Accounts Officer Habibur Rehman, Assistant Accounts Officer Sabz Ali, Auditor Mubarak Shah, Deputy District Education Officer Naseem Akhtar, Accountant Education Department Lal Badshah and two teachers Niaz Perveen and Saima Begum, who were appointed on forged documents.

He said the corrupt elements in the Education Department, with the support of officials of the District Account Office, withdrew salaries on bogus appointment orders.

The official said that on the directives of the Director Anti-Corruption Nisar Tanoli, investigation had been started into the scam.

He said former executive district officer Hassanat Gul and former district education officer Anhanuddin challenged their signatures on the appointment letters.Both the officers said signatures on the letters were fake, claiming that they had not signed these documents.

The investigation officer said that Anhanuddin retired on October 10, 2010 while the salaries had been withdrawn on November 8, 2010. Also, the official was in Saudi Arabia for performing Hajj during that period.

Qazi Aslam said the district accounts officer had the samples of the signatures of DEOs and that of Anhanuddin too. He said the district accounts officer also knew that Anhanuddin had retired from service at the time of releasing salaries.

He said that considering the above facts, the release of salaries to the teachers was illegal and that the officials had been involved in the crime. To a question about the inclusion of Naseem Akhtar in the FIR, he said that she expressed her ignorance about the appointments. He added that she had visited the Government Girls Middle School, Hisar Tang on December 15, 2010 and written a note on the register of the school that Saima Begum had not been employed at the school as teacher.
