Violation of rules goes unchecked at BUITMS
ISLAMABAD, Aug 8: The staff of Balochistan University of Information Technology and
Management Sciences (BUITMS) Quetta have charged its administration with
violating the rules and regulations for admission to the University and even
appointing third division holders as Assistant Professors and Lecturers without
following laid down procedure.
The employees said the administration has
been appointing near and dear ones in sheer disregard of all rules and
regulations of the university. They said that the public money is being misused
and the image of the university is being tarnished.
According to details
provided to this correspondent by different employees and students of the
university, the administration appointed Zahid Majeed as Assistant Professor in
the Department of Management Sciences. They disclosed that Zahid Majeed held a
third division degree and had no teaching experience. They said that Zahid was
very close to a head of the department of the university, so he was appointed in
violation of rules and regulations.
Similarly, a former employee of
Wapda in revenue division, Irfan Siddique having no teaching experience was
appointed as a lecturer. The employees said that at least three years experience
was required for the said post.
Engineer Farooq Ahmad Bazai, vice
chancellor (VC) BUITMS, when contacted declined to record his
version on the issue without giving any reason for doing so. The staff of the
university provided with documentary evidences that the administration
gave admission to students having third division in their academic career in
violation of the laid down rules. They said that candidates with at least
forty-five percent marks alone are eligible for admission to the university
according to the rules of admission board. They said that two employees of the
university close to the higher administration were given admission in MBA
(evening) programme, while even the dean, Faculty of Management Sciences (FMS)
had rejected their admissions on the ground that the candidates did not fulfil
the laid down criteria.
The dean FMS, they said, has written in his note
that if the admission board wants to give admission to these students, it should
amend the admission rules of the university. They said admission of these
students by the director admissions was even not brought to the dean's notice.
The employees further said that when some other employees of the
university applied for admission, the VC rejected the same. They said that Engr
Farooq, VC BUITMS, has objected the third division of some employees while
rejecting their admission. On the other hand near and dear ones having third
division were given admission.
They have requested the higher
authorities to intervene and ensure that the university administration maintains
transparency in admissions. A senior official of the university said that all
the irregular appointments were made during the tenure of the previous VC
BUITMS, Dr Muhammad Abbas Chaudhry. He said that previous VC and a chairman of
the department were responsible for the irregular appointments and admissions in
the university.
Dr Muhammad Abbas Chaudhry, former VC-BUITMS and
presently chairman of Pakistan-Sweden University of Engineering Sciences and
Technology-project, said that the appointments were made by the
selection board comprising a judge of Balochistan High Court, deans of different
faculties and himself. He said that he alone was not responsible if something
was done wrong.
The employees of BUITMS further said that the present
administration of the university is treating the candidates with the degrees
from Al-Iqra University as ineligible for different positions in the
university.
They said that the only reason behind this act of the
administration was simply personal differences. They said that administration
has raised the objection that the Al-Iqra University was not recognized by the
Higher Education Commission (HEC). However, they said that HEC in its letter no
16-48/HEC A and A/2007 dated 26-02-2007 has notified that the Quetta campus of
Al-Iqra University has been upgraded to category B. They said that
interestingly, BUITMS has given admission to the graduates of Al-Iqra University
in its PhD programme.
They said that the university administration has
gone so far in accommodating its near and dear ones that it has rejected the
celebrated scientist Bilquees Mujeeb, who has applied to join the BUITMS. They
said that Bilquees Mujeeb, who has her Ph D degree from USA, is the only living
doctor in her field in Pakistan.
Bilquees, who was chairman Department of
Zoology in University of Karachi, had properly applied for professorship in
BUITMS after the publication of advertisement in media. They said that because
of the law and order situation prevailing in the province the concerned
authorities were not taking notice of the situation in the university despite
