PU to adopt Tenure Track Statutes from January
LAHORE, Dec 25, 2007: Prof Dr Muhammad Arif Butt,
acting vice chancellor of Punjab University, has agreed to adopt the Tenure
Track Statutes from January 1, 2008, in anticipation of the approval by the
university syndicate, said a press release on Monday.

regard.
According to the tenure track pay package, an assistant professor
may be offered a monthly salary ranging from Rs 47,100 to Rs 66,100; an
associate professor from Rs 67,300 to Rs 94,300: and a professor from Rs 107,300
to Rs 174,200.
The statutes say the Senate is authorised to make the
ultimate decision in matters of appointment and promotion in rank. Under these
statutes, the university will be empowered to appoint new faculty members on a
temporary basis as well as tenure track appointments, which can further be
divided into first term appointments, second term (probationary) appointments
and tenured appointments, the release said.
The statutes also say that a
graduate of the university will not be eligible for appointment on tenure track
in the same department of that university, where he/she has obtained his/her
terminal degree for at least three years following his/her graduation. For
appointment, or for promotion to a higher rank, a candidate will be evaluated in
terms of effectiveness in four principal areas that are teaching, scholarship,
research or other creative work, service and personal
characteristics.
With regard to specific qualifications for appointment
and promotion, the statutes say that a candidate, to be considered for
appointment on tenure track, is required to resign or retire from any position
held previously in any public/private institution or
organisation.
According to the statutes, lecturers will be appointed with
the understanding that they will not be promoted to professorial rank unless
they obtain a PhD degree or an equivalent. For appointment to the post of
assistant professor or above, a candidate must possess a doctorate or equivalent
degree.
As a general rule, the length of service in the rank of assistant
professor before being considered for promotion to the rank of associate
professor is six years post-PhD teaching/research experience in a recognised
university or a postgraduate institution or professional experience in the
relevant field in a national or international organisation and 10 research
publications in internationally abstracted journals recognised by the
HEC.
For appointment or promotion to the rank of professor, a faculty
member is required to have 11 years post-PhD teaching/research experience in a
national or international organisation and 15 research publications in
internationally abstracted journals recognised by the HEC. The eligibility
requirement of a qualification of a PhD degree for faculty members in the
clinical medical science disciplines may be replaced with FCPS (Pakistan),
Membership of Royal Colleges (UK)/ Diplomate of American Board and equivalent
(as determined by HEC) international terminal qualifications in the clinical
medical science disciplines.
A faculty member appointed under the tenure
track scheme may not take up any other paid assignment with any other
organisation, without the approval of the vice-chancellor of the respective
institution and the HEC.
The tenure track process: The tenure track
process normally involves an initial term contract appointment of a faculty
member for a period of three years. For a faculty member appointed at a junior
rank – lecturer or assistant professor, it will be followed by a second term
contract appointment for an additional period of three years. A tenure decision
must be made for such a faculty member in the third year of the second term
contract appointment. Faculty members initially appointed at a junior rank will
thus normally serve six years, before a final tenure decision is made. For a
faculty member appointed at a senior rank – associate and full professor, the
probationary period shall normally be four years for associate and professors.
The services of faculty member having tenure shall be terminated only for
adequate cause, except at the normal retirement age or under extraordinary
circumstances discussed in these statutes.
Transferring of existing
faculty members to the tenure track system: Existing faculty members, who are
eligible, may be considered for appointment on tenure track by following the
laid down processes.
In case tenure is not granted after the final
review, the faculty member will continue with his/her existing
appointment.
The Model Tenure Track Process Statutes also explains in
detail about faculty members' resignations, termination of services of faculty
members with tenure, as well as faculty remuneration. Punjab University has
recruited its first professor (Prof Dr Naeem Akhtar) on Tenure Track System
(TTS) in university's School of Biological Sciences, after assessing foreign
