Teachers forbidden tuitions during school hours
Karachi, Dec 15, 2007: The provincial education department has issued a notification
under which no teachers or professors will give tuition and coaching to the
students during school hours. Anybody found violating this order would be
treated according to law.
This was announced by caretaker Provincial
Education Minister Shujaat Ali Beg in his first-ever appearance before the press
on Friday. He was flanked by the Secretary, Education, Choudhry Mohammed Ali,
Special Secretary Education Moula Bux Khatian, and Deputy-Secretary, Education,
Mohammed Ali Mangrio.
Giving the details of the World Bank Report, he
said rate of admission of school-going children in interior Sindh had dropped to
9%, which, he said, was alarming.
He also said a strategy had been
devised to bring all tuition and language centres under the control of the
education department and that a notification to this effect would be issued
soon.
While a policy has been adopted with regard to private schools
under which 20 percent of the total enrolment of students would be given free
education and for increase in admission in public schools, he said the double
shift school system would be introduced in interior Sindh.
The decision
on action to regulate tuition and coaching centres was taken after receiving
several complaints from students and parents, he said. In order to eliminate
corruption from the department, an undertaking has been taken from all the EDOs,
adding that merit would be given sole priority with special reference to
appointments of teachers. For the vacant posts of EDOs, he said, preference
would be given to people belonging to the school cadre.
He admitted that
continuous transfers of Education Secretaries had created a mess in the
department with the result that no concrete policy could be
formulated.
On the demand of teachers, parents and students, he said
department academic session in schools would be rescheduled; adding that
increasing complaints regarding private schools were taken seriously and schools
without playground would not be given registration, nor would any commercial
activities be tolerated on school premises.
He lamented the private
school fee structure, as, he said, they were over-charging rather violating
rules and regulations set for these schools. Secretary Education said that
strict action has been taken against the Sindh Textbook Board and new chairman
will be appointed.
With regard to an engineering college in Larkana, he
said that the foundation stone had been laid, while foundation stone of an
engineering college in Badin would be laid before Eid. The News

"Please send me the rules about the private schools regarding fee structure that one they charge fees second they demand june and july fee in advance in the months of january and febuary third they demand extra money in the name of other charges."
