Medical universities propose new appointment criteria
Lahore, Feb 26, 2008: Medical universities in the country have proposed a new criteria
for appointment of university teachers in clinical and basic science
subjects.
A committee of the Higher Education Commission (HEC) consisting
of Vice Chancellors of all public sector medical universities observed that
medical universities could not completely follow the HEC's eligibility criteria
in recruiting teachers due to ground realities especially the paucity of trained
professionals. The meeting was held in Mahmood Senate Hall of the University of
Health Sciences on Monday.
The committee consisted of Prof Malik Hussain
Mubbashar, the vice-chancellor of University of Health Sciences, Prof Masood
Hameed Khan, the vice-chancellor of Dow University of Health Sciences, Karachi,
Prof Noshad A Sheikh, the vice-chancellor of Liaquat University of Medical and
Health Sciences, Jamshoro, Prof Muhammad Daud Khan, the vice-chancellor of
Khyber Medical University, Peshawar, and Prof Mumtaz Hasan, the vice-chancellor
of King Edward Medical University Lahore.
The committee observed that the
proposed criteria might be applicable after five year and until then the
eligibility criteria of the Pakistan Medical and Dental Council might be
followed in recruitment of teachers in medical universities.
According to
the proposed criteria, a person must be an MBBS degree holder with one-year
house job experience in any recognised hospital for appointment as a research
assistant (Basic Pay Scale-17) in clinical sciences. A person must have post
terminal qualification for appointment as a senior registrar(BPS-18).
A
person must have a three-year teaching experience as a senior registrar or
four-year practical experience with at least three publications in recognised
journals for appointment as an assistant professor (BPS-19).
A person
must have a five-year teaching experience as an assistant professor with at
least seven research publication for appointment as an associate professor
(BPS-20). A person must have a ten-year teaching experience with at least 10
publications for appointment as a professor.
The committee agreed that
the experience of a senior registrar would be counted as half as compared to an
assistant professor. The committee recommended that a teaching assistant
(BPS-17) must be an MBBS with at least one-year house job experience and that a
lecturer (BPS-18) must possess an MPhil or equivalent postgraduate
qualifications.
It recommended that a person must preferably be a PhD
with a three-year teaching experience and three publications for appointment as
an assistant professor (BPS-19). In case of non-availability of a person with
PhD qualifications, an MBBS doctor with an MPhil or equivalent qualification and
a five-year teaching experience along with five publications be appointed as an
assistant professor. For the posts of associate professor (BPS-20) and professor
(BPS-21) in basic medical sciences, a PhD degree is compulsory along with five
and ten-year teaching experience and seven and 10 research publications
respectively.
The committee stressed the need of a more active
collaboration between medical universities of the country especially in the
areas of teachers and students exchange, multi-centred research, sports and
literary activities and mutual cooperation for resolving academic issues. It was
also decided that inter-university meetings should be held on a quarterly
basis.
The committee proposed that separate institutes/centres of
biomedical sciences be established in universities and new undergraduate
programmes be launched. Prof Daud Khan was asked to prepare a working paper in
this regard.
Regarding the semester system in the medical universities,
Prof Mubbashar said that the matter should be left to medical universities for
the time being. He said that medical universities were not ready for semester
system and the HEC and PMDC should not force them to adopt it. He also suggested
that the HEC be asked to provide financial support for research and professional
development in medical universities.
The committee observed with concern
that HEC's list of approved medical journals hardly contained any journal
included in the list of PMDC approved journals. The committee agreed in
principle that all the journals recognized by the PMDC should also be recognised
by the HEC.
The committee strongly recommended that all teachers
appointed under the HEC Tenure Track System must only work for their
institutions and they should not be allowed to continue private practice. It was
also decided that universities should develop their own systems for monitoring
and evaluating these teachers.
All members of the committee endorsed the
suggestion of UHS VC to incorporate research component in undergraduate medical
curricula. Later, the members of the committee visited various departments of
UHS and praised the working environment and efforts of the university staff. The News
