PUASA rejects TTS: Controller exams replaced

PUASA rejects Tenure Track System
Lahore, Feb 09, 2008: Executive body of the Punjab University Academic Staff Association (PUASA) in a meeting with the vice chancellor Dr Mujahid Kamran on Friday expressed concerns over the recently adopted Tenure Track System (TTS).

The teachers' body headed by Dr Mumtaz Ahmad Salik rejected the TTS on the plea the system was not being offered to assistant professors and lecturers of the university.

It is pertinent to mention here that PUASA is an elected body of the university teachers.

The executive body of the association informed the VC that teachers had rejected the circular regarding their appointment under the Tenure Track System, as suggestions forwarded by teaching community in this regard were not incorporated whereas a large number of varsity teachers serving as assistant professors and lecturers had not been offered jobs under the TTS.

The teachers said that service structure offered under the Tenure Track System was not suitable for them as it favoured contractual appointments. They said there were a number of loopholes in the TTS, which needed to be removed before it is offered to teachers.

The PUASA urged the VC to ensure decision making through statutory bodies of the university such as the Senate and Syndicate. Issues related to plagiarism cases in the university were also discussed in the meeting.

It was learnt that the PUASA executive body urged the VC to remove the impression among the varsity teachers that he (the VC) was representing a certain group of teachers and not the entire teaching community of the university.

It is worth mentioning that the PU Syndicate on January 22 had reached a consensus to adopt the Tenure Track System (TTS), which earlier could not be adopted during various Syndicate meetings in the past.

Dr Mumtaz Salik said that the document recently circulated among the varsity teachers regarding TTS was ambiguous whereas teachers' suggestions forwarded in this regard were not incorporated.

He said the VC was informed that, "It is unjust that TTS has not been offered to the assistant professors and lecturers of the university."

He said, "We do not support TTS since it offers contractual appointments while it also disturbs the pay scale of the teachers."

He further said the university administration had circulated the TTS document, which had already been rejected by the teachers. He said the PUASA executive body would soon be called to chalk out strategy in this connection.

Dr Salik said PUASA appreciated the vice chancellor for accepting various demands of teachers including upgradation of lecturers having PhD degrees, increasing scholarship opportunities and facilities and increase in PhD allowance for those having done PhDs in languages etc.

PU Registrar Prof Dr Muhammad Naeem Khan who also attended the meeting said that the meeting was held in a very cordial environment. He said PUASA expressed its concerns over the TTS and was informed a committee was finalising all details in this regard.

He said the Tenure Track System will be offered to university teachers in different phases.

He said the VC assured the PUASA executive body that he was representing the entire teaching community of the university and the impression conceived by some teachers was wrong.

However, when contacted PU official spokesperson Dr Mujahid Ali Mansoori, who was not present in the meeting, said adoption of TTS was a decision made by the university Syndicate unanimously and would be implemented accordingly.

"The PUASA cannot implement TTS according to its own wishes," he said and added," The Syndicate, which had adopted TTS had representation from teaching staff."

When asked the PUASA had urged the VC to remove the impression prevailing among the university teachers that the VC was representing a certain group of teachers, Dr Mansoori said, "Its all rubbish and propaganda that only one shade is dominating."

"The VC immediately adopted participatory approach to run the administration as soon as he took charge," he said, adding, "Many big slots are going to different factions of faculty."

The VC has removed gender bias from the university, he said, adding now the administration had appointed lady teachers in almost all committees. The News
