Composite exam becomes a burning issue

KARACHI Feb(The Nation)- The composite exams issue has turned into a burning question as all the segments of
society have rejected it.
The sources informed that it was expected
that Sindh Governor Dr Ishratul Ebad would announce a policy to resolve this
issue. |
Former provincial education minister and other high-ups, including
Qazi Khalid Ali, Anita Ghulam Ali, Shoib Ahmed Bukhari and Prof Pirzada Qasim,
had already rejected this system. Provincial minister for Education and Literacy
Dr Hmida Khuhro is keenly interested to holding this system. She reiterated many
times that it had already been decided in the Inter-Provincial Education
Ministers meeting in 2005 that from 2006 all the provinces would shift to
composite examination system at matriculation level as a part of education
sector reforms package.
All the provinces and the federal government had
agreed that there would be no examination of class IX in 2006 and the students
will appear in composite examination in 2007.
As a result there was no IX
class examination in 2006 in the Punjab, NWFP and Balochistan.
However, Sindh
government sought a waiver of one-year for implementation of this system from
President Musharraf, which he (president) granted. As that waiver was granted
just for one year Sindh had to adopt the composite examination system at
matriculation level from this year(2007), which means that there would be no
examination of class IX this year and the students would examination be examined
next year. Any change in the composite examination system lies with the
president of Pakistan.
It is also worth mentioning that Governor Ebad seems
to be reluctant to implement composite examination system in the province owing
to the policy of the MQM, which had already opposed ban on teaching unions.
It
is remaining to see either the provincial authority could implement this
examination system in the province or not.
On the other hand, students and
teachers unions, educational forums, politicians and intellectuals are
continuously expressing their views against the exams system.
These segments
of the society are of view that the decision for termination of 45-years-old
tested system is dilemma for people.
The federal and provincial education
ministers are stubborn on the issue against the will of people. The authorities
are not observing the merits of the prevailing examination system by which even
peon, mechanic, employee, labour and other can easily attempt papers and
increase their qualification.
Some students organisations have called the
composite examination a conspiracy against the students, and threatened to
launch movement against composite exams. It is said that the education sector is
facing crisis due to flawed policies of the federal and the provincial education
ministries.
Some educational forums and organisations have demanded President
Pervez Musharraf and Prime Minister Shaukat Aziz to take notice of this issue.
They also demanded that both the federal and provincial educational ministers
should be removed immediately.
Seminars, rallies, demonstrations are being
held in the city to raise awareness in this regard.
