Composite exam issue remains unresolved
KARACHI, Jan 22(The News): The federal and Sindh governments have failed to reach consensus on the
composite exam system for class IX & X, as no decision could be taken at the
high-level meeting held on Friday to decide about the future exam system for the
province.
Sources told The News that Sindh Governor Dr Ishratul Ebad
conveyed to the federal Education Minister Javed Ashraf Qazi that the Sindh
government would consult the experts of examination boards, education experts
and Education Department authorities with regard to introducing the composite
exam system.
The governor also conveyed to the federal education minister
that the Sindh government would inform Islamabad about its decision in the next
meeting. The high-level meeting was held at the Governor House and participated
by Chief Minister Dr Arbab Ghulam Rahim, provincial Education Minister Dr
Hameeda Khuhro, Principal Secretary to Governor Salim Khan and Education
Secretary Sohbago Khan Jatoi.
Javed Ashraf Qazi had especially come to
Karachi with the task to agreeing the Sindh government for introducing composite
exam system for class IX & X. Sources said that he conveyed to the Sindh
government that it was a policy decision of the present government to introduce
single exam system in the country and declared that the policy would be
implemented.
According to the sources, the coalition parties of Sindh
government were also divided over this issue. MQM was against this system and
supporting the old separate examination system for class IX & X. The chief
minister has also taken the same stand, however, provincial Education Minister
Dr Hameeda Khuhro was strongly supporting the composite exam system introduced
by the federal government. She had faced strong criticism in the provincial
cabinet and Sindh Assembly on this issue. She, however, remained adamant on her
stand and kept on supporting the composite exam system.
The federal
education minister briefed the high-level meeting about the introduction of
composite exam system, reforms agenda and centralising examination system in the
country. He said that the present education system of the country was not even
at par with some neighbouring countries and there was a dire need to improve it.
He said that under the modern examination system brief questions would be
introduced in order to improve the ability of students.
According to an
official handout released from Governor House after the meeting, Dr Ishratul
Ebad said that education reforms should be introduced without mounting any
burden on the parents and students.
The governor said that the desired
results would be achieved by bringing improvement in the education system on the
basis of modern techniques. The governor exhorted upon the meeting participants
that a comprehensive exam system would be introduced so that the students
improve their performance and parents get some financial relief.
