Medical colleges self-finance scheme & unfair fee
Unfair fee schedule
Lahore, July 24, 2008: The Punjab Government has decided to uphold its decision of converting
self-finance seats in medical colleges to open merit seats.
This would be
applicable only to the new recruits. What is really disturbing however is the
fact that the students already enrolled would continue to pay according to the
previous fee structure (self-finance) all the same which has aroused a feeling
of resentment amongst the students. Termination of self-finance should have
meant the abolition of the old fee schedule.
The big question is why have the
students already enrolled in the medical colleges been excluded from this
exemption? A few unsatisfactory answers have been given to this question that
need to be clarified. Firstly, the fact that policies are not changed in
mid-session is not entirely true as in the previous PML (N) era not only the
self finance seats were converted to open merit seats for all students but also
the students enrolled were refunded the extra fees.
Secondly, the number of
total seats that are included in the merit list after the entry exam of Punjab
Medical Colleges remains the same as it was when self-finance system was
operational hence the previous students and the new students would share an
equal standing in terms of merit, the difference being only that the enrolled
students are older than the new students.
One hopes that the CM Punjab would
look into the matter and do the needful. The government should introduce a
uniform policy for all students even if in present circumstances refunds are not
possible, at least the fee structure from the year 2009 should be according to
the open merit system.

PU PhD scholars' issues discussed
Lahore: Punjab University Vice-Chancellor Prof Dr Mujahid Kamran on
Wednesday chaired a meeting of the universityís HEC PhD and MPhil scholars to
discuss and redress their problems.
The meeting held in the auditorium of
Undergraduate Block at New Campus to discuss issues relating to supervision of
research theses, funds, hostel allotment, and access to international research
journals through internet for references, delay in appointment of examiners and
other issues. The meeting was attended by Doctoral Programme Coordination
Committee Chairperson Prof Dr Shahida Hasnain, Undergraduate Director Prof Dr
Jamil Anwar, Hall Council Chairman Prof Dr Saeed Ahmad Nagra, Information
Technology Centre chief director, chief librarian and about 200 PhD/MPhi
scholars. VC Dr Mujahid Kamran said universitiesí creative and research work
made them superior from the colleges and if the universities did not provide
facilities or address the problems of their PhD scholars then it would go
against them. Later, the VC opened the house for scholars to discuss their
problems and various PhD scholars briefed the house about general problems. Dr
Mujahid Kamran, Dr Shahida Hasnain and other officials concerned listened to
their complaints and issued directives for their redress. The PhD scholars
thanked the VC for calling their meeting.
The VC also called a separate
meeting to address the problems of the PhD scholars of Institute of Education
and Research (IER), Institute of Business Administration (IBA) and Department of
Applied Psychology.
The meeting of the non-HEC PhD scholars of PU would
be called soon. The News
