Sindh 350 higher secondary schools future
Karachi, July 16: Owing to the bifurcation of Sindh Education Ministry into two the future of
about 350 higher secondary schools that have been upgraded to class XII hangs in
balance as they neither fall in the jurisdiction of minister of college
education.
These 350 higher secondary schools in the province, including
36 in the city, were being initially run by the City District Government Karachi
(CDGK) under Sindh Local Government Ordinance before their handing over to the
Sindh Education Department in the year 2004.
The Higher Secondary School
system was introduced in 1986-1987 under which schooling system was divided into
Primary (from class 1 to IV), Middle (VI to VIII), Elementary (I to VIII) and
Higher Secondary (XI and XII).
Admissions to these classes were granted
under Centralised Admission Policy, however, the Education Department officials
were worried over the situation as two higher classes (XI and XII) come in the
purview of Minister for College Education, while the lower classes fall in the
jurisdiction of Minister for School Education. This distribution of jurisdiction
between the two ministers raised many eyebrows as to who would be authorized and
who would be responsible for governing day-to-day affairs of these institutions.
Uncertainty shrouds the school managements as they were confused as to
who would run the affairs of these schools, either the chief minister who has
recently taken over the portfolio of School Management or the College Education
whose portfolio has been given to Hamida Khuhro.
The government's policy
of bifurcating Education Department into two tiers has only aggravated the
situation, as the schools situated in far flung areas continue facing shortage
of staf and other basic facilities.
About 90% of schools that were
upgraded to higher secondary schools have not been shaped up accordingly, as
most of them comprise regular secondary schools lacking in administration as
well as proper academic activities. Teachers say that increasing the number of
students would only multiply their problems. Besides, financial implication of
Sanction of New Establishment (SNE) is yet another factor that would create
further mess, with the new academic session just 15 days away.
Most of
the secondary schools upgraded to higher secondary schools severely lack
teaching staff and essential facilities, while new campuses for these schools
have not been opened which would make it extremely difficult to maintain the
standard of education.
Instead of appointing qualified subject
specialists, the serving schoolteachers were being asked to teach subjects up to
12th class.
This complex system in the Education Department, particularly
at school level, has created confusion among the department officials, as by the
time they start understanding the perplexity they were transferred to another
department, said an educationist.
This system, said an official of the
department, seemed to have been adopted half-heartedly which would eventually
lead this sector to total disarray. The news
