Delay in release of Rs 100 million funds: Power cuts hampering QAU research
Islamabad: Quaid-e-Azam University (QAU) has not yet received over Rs 100 million funds set for the last quarter of fiscal year 2007-08 while over 2,000 researchers have been suffering from frequent power cuts in the absence of an alternate power supply system, officials said on Friday.

They said heads of 20 departments had asked QAU Vice Chancellor (VC) M Qasim Jan for alternate arrangements for electricity supply so that research work was not hampered and students got degrees on time.

Departments of Animal Sciences, Bio Informatics, Biochemistry, Microbiology, Plant Sciences, Chemistry, Computer Sciences, Earth Sciences, Electronics, Mathematics and Physics had been hit the hardest by power cut5s, they said.

They said some departmental heads had asked the VC to provide them with diesel-fired power generators. The authorities concerned, they said, had shown inability to grant the demand of departmental heads on account of shortage of funds.

They said installation of power generators at 20 departments would cost Rs 20 million. The affair had triggered unrest among the researchers who feared that their work would be delayed because of power cuts, said the officials.

They said heads of science departments had been concerned the most over the situation and the administration was considering a proposal to unite all these departments under one roof and make a uniform arrangement to run their research programmes. This plan, too, could not be materialised until funds were released, they said.

They said the university was allocated about Rs 700 million for fiscal year 2007-08 but funds for this quarter had been delayed for reasons unknown. Power was out for seven hours a day while research facilities were open day and night in one way or the other.

Researchers and experiments: About 4,000 students have been enrolled in the university and over 2,000 of them were busy in research work, including 1,000 students engaged in MPhil and 700 in PhD programmes. A considerable number of faculty members were also engaged in research activities.

The officials said some scientific experiments needed uninterrupted power supply for at least 36 hours and constant power cuts had badly affected these experiments.

IESCO not co-operating: VC M Qasim Jan said that he was in touch with all relevant authorities for an early solution to this problem. He said he had requested IESCO to give the university a power connection from an urban feeder instead of a rural one.

He said over Rs 20 million had been deposited with the IESCO for this purpose but the electricity supply company had not yet responded positively.

He said, "I am aware of sensitivity of the matter. I hope funds will be released next month and then the situation will be normal." He said a meeting of all departments would soon be called to devise a strategy to counter the problem. Daily Times
