HEC softens criteria for setting up private varsities
LAHORE, March 8(Daily Times): The Higher Education
Commission has relaxed its criteria for the establishment of an institution of
higher education in the private sector.
An HEC official said that that the commission had amended the criteria following requests from the
provincial governments, especially the Punjab.
He said members of the
Accreditation Committee from Punjab had been expressing dissatisfaction with and
reservations about the HEC's previous criteria. The committee members had
observed that requirements of 10 acres and Rs 200 million endowment fund for the
establishment of a university were unrealistic. "They had also criticised the
requirement of two PhD faculty for each teaching department," the official
said.
He said condition of 10 acres had been reduced to three acres for
an institution in urban area and seven acres for the one to be set up in a
suburb. An endowment fund (of Rs 200 million) will now be accepted in the form
of profitable investment such as certificates and shares.
Five PhD
faculty members will be required for each department. But, the official said,
institutions could meet this requirement in three years. He said setting up a
basic-sciences department would not be a compulsion anymore. The
teacher-students ratio will be 1-20 for the science and 1-30 for the other
subjects. "The administrative staff will make up a maximum of 50% of the
teaching strength," he said.
