Human rights studies gain no foothold in universities
Lahore: Although there are 36 Higher Education Commission (HEC)-affiliated universities in the Punjab,
none of them offers a degree in human rights studies.
Nineteen public and
17 private universities are HEC-affiliated in the province, but the study of
human rights has been unable to get the attention of any of these schools.
Educationists believe that the reason for the subject being overlooked in
universities is that the condition of human rights were unsatisfactory in the
country.
The subject is taught in top European and American universities
where courses in human rights are specially designed for professionals like
journalists, lawyers and social workers. In addition, the subject is taught to
children at school in these countries. Even several Indian universities are
offering courses in human rights.
Educationist Dr Mehdi Hassan said that
human rights did not enjoy much recognition in the country and because of that
the subject was considered unimportant in Pakistan. He said that he and some
other educationists had been giving lectures on the subject, yet it never gained
recognition as a subject. He said the subject should be introduced at the
primary level and then a complete course should be offered at the intermediate
level. He it should be then offered as an optional course at the bachelor's
level.
Dr Hassan said the course should teach the United Nations'
Universal Declaration of Human Rights and that students should be made aware of
human rights violations. Aurat Foundation member and human rights activist Umme
Laila said that children in the West were taught about human rights at school.
She said that it was the responsibility of the government to introduce the
subject at primary and higher levels. "Students in Pakistan start learning about
human rights when little flexibility and creativeness is left in them for a new
subject," she said.
Advocate Anis Saadi, offering consultancy for
studying abroad, said that several students had obtained scholarships to study
the discipline abroad because it was considered an important subject in the
West. "No importance is given to it here, but one should study the subject to
become a professional activist," he added.
HEC Executive Director Dr S
Sohail H Naqvi said that a chapter on human rights was included in Islamic
studies. "I don't know if the subject of human rights is taught in any
HEC-affiliated university," he said. Daily Times
