Class-XI course likely to remain unfinished
KARACHI, Nov 19, 2007: Due to a three-month delay in the commencement of first year (Class-XI) classes, the curriculum at city colleges and higher secondary schools is likely to remain unfinished this year.
The academic session was scheduled to begin from Aug 1, 2007 but got delayed due to the late announcement of the SSC results by the Board of Secondary Education Karachi (BSEK).
Usually, the matriculation examinations take place in the months of April or May and the board announces the results in mid of August every year, but this year due to delay in the issuance of consolidated marks sheets to the students, the CAP Committee, in order to facilitate students, was compelled to extend the admission dates.
This year, the academic session of all faculties including pre-medical, pre-engineering, computer science, commerce and arts started in the mid of September.
Besides, the admission process and academic activities were badly affected by a number of tragic incidents in the city like an attack on a minibus near the University of Karachi in September and blasts in PPP's chairperson's welcome procession on Oct 18.
The BSEK had been directed to expedite the process of preparing results and meet deadlines set by the education department so that classes of first year could be commenced at time, but no matching steps were taken in this regard.
Apart from all these factors, the coming elections in January 2008 would also affect the academic activities.
According to the general-secretary of the Sindh Professors and Lecturers' Association (SPLA), Prof Liaquat Aziz Solangi, there is no need to establish an admission committee like CAP in Karachi as the other cities of the province do not have such committees.
He said that all other boards in the province usually completed the admission process within 15 days.
He said that instead of the CAP committee, college principals should be allowed to award admissions on their own, so that admission system could be improved.
He said that the education system in Sindh had worsened due to political interferences. The SPLA office-bearer said that there were around 242 colleges and 72 higher secondary schools in the province of which 118 were situated in Karachi.
Prof Solangi said that around 29 city colleges did not have the sanctioned number of employees (SNEs). "Besides, the colleges have not been provided with necessary apparatus for the laboratories and books for libraries for the last three years", he said.
He said that as many as 78 professors were awaiting promotions to Grade-20. Prof Solangi said that there was a shortage of lecturers and professors in most of the city colleges and called for appointments of teachers on an emergency basis. Prof Solangi said that the course being taught at the college level in the country had become obsolete and to a great extent irrelevant. The education system of Punjab and Balochistan was much better as compared to that of Sindh, he said, stressing the need for making immediate changes to the curriculum.
When asked about the condition of 75 per cent attendance, he said it was just a formality as the colleges were asked about this at the time of registration for the examination. He said that attendance system should pass through three different stages i.e. the board concerned, directorate of education and monitoring teams.
Speaking about the completion of course this year, he said that the education department should either increase the duration of the course or remove additional subjects like Pakistan Studies and Islamiat.
A BSEK official on the condition of anonymity said that due to the negligence of the relevant authorities, the process of announcing results usually took three to four months.
The teachers assigned for assessment process were paid only Rs5 per copy and in case of any mistakes in the checking process they were deprived of this nominal amount, he said.
Students of almost all city colleges have urged the relevant authorities to hold the annual examination two or three months behind the schedule, so that they could complete their syllabus and obtain good marks. PPI
