VCC meeting to discuss hiring foreign PhDs
LAHORE, Nov 26, 2007: Third Vice Chancellors Committee meeting, scheduled to commence
from Tuesday, will discuss different issues including hiring policies regarding
Pakistani students who have recently completed MPhil/PhD studies from reputed
universities abroad under the Higher Education Commission (HEC) scholarship
programmes, it is learnt.
The three-day meeting will also discuss
lack of coordination between HEC and public sector universities regarding
consistency in implementation of policies while discussion on problems being
faced by these universities in adopting semester system and running 4-year
programme will also be deliberated on.
Third day of the VCs Committee
meeting has been reserved for the private sector universities of the country
where representatives of these universities will talk about problems being faced
by the private sector involved in higher education.
Sources in the HEC
said on Sunday that, during the meeting, VCs of the public sector
universities will be informed about Commission's hiring policies regarding
placement of Pakistani nationals who have completed their studies abroad under
HEC scholarship programmes. "Input of the VCs in connection with hiring policies
will also be sought", they added.
They further said the HEC has decided
to offer improved salary package under its Tenure Track System (TTS) to the
foreign qualified students in order to attract them to serve the country and
play their role in the uplift of standard of higher education.
Sources
disclosed that a number of public universities have informed the Commission that
they are facing problems in connections with curriculum writing of 4-year
programmes owing to the lack of expertise in this regard. "There are
universities which lack necessary resources to implement the new programme in
true spirit", sources said while adding content transferring for a standard
curriculum has become a difficult job for them.
Sources further said
private universities, expressing their dissatisfaction over the lack of support
from the HEC, are demanding different initiatives for a true public-private
partnership. "They are looking for financial support from the HEC", sources
added.
Talking to us, HEC executive director Dr Suhail H Naqvi
said the Commission is expecting 40 plus Pakistani nationals returning to the
country after completing their MPhil/PhD studies under HEC scholarship
programmes from different universities abroad. Besides them, there are some 20
students who have completed their doctorate studies abroad independently, he
added. He said the VC committee meeting will discuss policies regarding hiring
of these Pakistanis to attract them for their placement in these universities.
Dr Naqvi further said issues, regarding 4-year programmes, will also be
discussed in the meeting, adding a full day has been reserved for the VCs of the
private universities.
"They (private universities) need support to
flourish", he said while adding the Commission is serious to ensure best
public-private partnership in higher education by supporting these universities.
It is pertinent to mention here that Shams Kassim Lakha, Federal
Minister for Education and Science & Technology and Prof Dr Atta-ur-Rahman,
Federal Minister, Chairman HEC, will inaugurate the 3rd Vice Chancellors
Committee meeting on 27th November, to be held at Islamabad.
Vice
Chancellors of public sector and private sector universities from all over
Pakistan are attending this meeting. The News
