HEC introduces need-based scholarship programme
LAHORE, Nov 12: The Higher Education Commission (HEC) has introduced a need based
scholarship programme in order to produce highly skilled teaching faculty for
universities. HEC will never allow any university to be transformed into a
tuition centre.
It was stated by HEC Executive Director Dr S Suhail H
Naqvi while addressing a one-day conference on "Financing the Higher Education
in Pakistan: New Challenges of 21st Century" organized by the Government College
University (GCU) Economics Department in collaboration with the HEC.
Naqvi lamented that certain universities have not only poor quality of
education but also low standard of governance and they are producing graduates
with no relevance with the minimal national needs.
He asserted that HEC
is investing billions of rupees in developing the physical infrastructure and
management of these universities in order to ensure quality in assessment and
accreditation. He also said that universities should not depend on only
government grants but also generate funds through endowment and donations.
GCU Vice Chancellor Prof Dr Khalid Aftab, addressing the conference,
said problem of financing tertiary education in Pakistan and of quality
standards have their original in the missing link between postgraduate and
undergraduate, and undergraduate and secondary and secondary and primary
education. Hence allocation of huge funds for higher education is considered as
lopsided which causes problem across various levels of education in Pakistan. He
blamed the poor educational structure for low quality standards rather than
financing practices.
He also said that universities are autonomous
bodies and must be enabled to exercise meaningful control over admission
criteria, size of the student intake, fixation of tuition fee and employment
condition, as these factors deeply affect the quality of any academic programme.
The conference consisted of three sessions including inaugural,
technical and concluding session.
In technical session, experts from
both public and private sectors presented their papers in the conference.
Dr Pervez Tahir, Professor of Economics of the GCU, said financial
position of the universities has undergone a sea-change since the establishment
of HEC in 2002 and that the present flow of resources is fiscally unsustainable
in future.
Dr Shaukat Hameed, Member Planning Commission, Islamabad, and
Prof Riaz-ud-Din, Former Professor, Quaid-i-Azam University, Islamabad, also
presented their papers whereas Sartaj Aziz, Vice Chancellor of Beaconhouse
National University (BNU), presided over the second session. The News
