Punjab University VC post & Army generals
LAHORE, Nov 02, 2007: The post of the vice chancellor of the Punjab University (PU) will
be advertised once again while the condition of PhD requirement is likely to be
waived off this time in order to allow retired army generals to apply for the
post, it is learnt.
According to sources, the decision to
re-advertise the post of PU vice chancellor was taken by the VC Search Committee
at the office of the education secretary on Thursday. They said a consensus
developed among members of the committee and they decided to waive off the PhD
condition.
It was decided at the meeting that new advertisement would
soon be placed in national newspapers while those who had already applied need
not apply because their cases were already under process, sources said adding
the committee was looking for some 'big' names to apply for the slot.
A
member of the committee said on condition of anonymity that in the new
advertisement, the eligibility for the VC would be replaced from a PhD degree
holder to 'preferably' a PhD degree holder.
Giving rationale behind the
'minor' change, the member said since that a VC was supposed to deal with
administrative matters therefore a PhD degree requirement should not be a must
instead a vast administrative experience should be given
weightage.
Sources privy to the whole exercise revealed that almost 48
people, including some foreigners, had responded to earlier advertisement,
however, the committee was not satisfied since there was not a single 'big' name
in the list of applicants, they added.
Sources said by waiving off the
PhD condition, the committee in fact wanted to pave the way for retired army
generals especially those who had served in big organisations such as Wapda or
PIA in the highest administrative capacity to be eligible to apply for the PU VC
post.
The post of PU VC fell vacant in September 2007 after Lt Gen (r)
Arshad Mahmood was not granted another extension in his tenure.
It is
worth mentioning here that Federation of All Pakistan Universities Academic
Staff Association (FAPUASA) had been opposing the appointment of former army
generals as vice chancellors of public sector universities. It has been demanded
that only academicians should be appointed against this slot.
When
contacted, former finance minister Sartaj Aziz, who is also member of the VC
Search Committee, said he was not present at the meeting when it took the
decision to waive the PhD requirement. It was not likely that the PhD condition
would be waived, he added.
He also expressed his ignorance about
appearance of advertisement for the PU VC slot once again. The News
