Special packages for Punjab teachers still not implemented
RAWALPINDI, Nov 01, 2007: Teachers of the Punjab government schools expressed
anger over the two-month delay in the implementation of special incentives
announced in September.
Punjab Chief Minister Chaudhry Pervaiz Elahi had
said that Rs 4 billion would be spent on the improvement of the salary
structures of teachers and clerical staff on September 2. The notification in
this regard was issued on September 28 but the teachers are still awaiting the
benefits promised.
The new structure would shift primary school teachers
from grade 7 to grade 9 while the teachers at grade 9 would be moved to grade
11. Elementary school teachers would move to grade 11 to 15 as per their
seniority, with substantial increase in salaries. Teachers of English,
mathematics and science would receive benefits under separate packages.
Throughout Punjab 350,000 teachers were to benefit from the new packages. The
headmasters or headmistresses of primary schools would get Rs 250 as a charge
allowance, while middle school headmasters or headmistresses would receive Rs
500. Similarly, the heads of secondary and higher secondary schools would get Rs
600 and Rs 750 respectively.
Punjab Teachers Union Rawalpindi district
President Dr Chaudhry Saghir Alam blamed the district administration for the
slow implementation. He said that the delay in the implementation of
the notification is unjustifiable and added it caused resentment among teachers.
He gave the district government November 5 as the deadline to fulfill their
demands and said that otherwise teachers from all over the district would
protest in front of the offices of the district coordinating officer and
district nazim. Education Executive District Officer (EDO) Chaudhry Mohammad
Yousaf said that the staff was working day and night to accomplish
the task and hopefully by November 5 they will be able to prepare the seniority
lists of all the teachers in the district. Yousaf said that after the
preparation of seniority lists they would know what grade each teacher is to be
promoted to. He added that part of the delay was because some teachers had not
yet submitted their Annual Confidential Reports (ACRs) to the EDO's office. He
said that the Punjab government had given November 20 as deadline to implement
the packages and they were well on their way to meeting that target. Daily Times
