Controversial promotions at KU stir disapproval
Karachi: The teaching staff of the University of Karachi (KU) are reportedly
showing strong disapproval of the alleged promotions of non-teaching
staff members without passing through the Selection Board (SB), it has been
learnt. The SB is mandatory for the selection or
promotion of both, teaching and non-teaching staff. According to the
information obtained, the KU finance director had suggested
at a Syndicate meeting on August 24, 2007, that non-teaching staff
should be promoted without an SB after considering their period of
service. However, a member of the Syndicate, Dr Rafeeq Alam Khan (a
professor at the Department of Pharmacology, Faculty of Pharmacy)
objected to this suggestion, and reminded Syndicate members that all
promotions for teaching and non-teaching staff should be decided after
the candidates have appeared in the SB. The syndicate had then rejected
the finance director's suggestion. This decision of the
Syndicate, however, seems to have lost its effect after two years,
because the university has reportedly promoted non-teaching staff
members of grades 16 to 19 into the next grade without going through
the SB. Teachers at the university are now claiming that promotions
have been given to these staff members on "political bases" because the
beneficiaries are allegedly associated with a political party which is
one of the coalition partners in the Sindh government. Moreover,
some of these promoted officers are matriculates, despite the fact that
the minimum qualification for these posts is a graduate degree. Some
promotions were made in a similar way into Grade-17 during the tenure
of vice-chancellor Dr Zafar Saied Saify. These staff members, however,
were later demoted because they had not passed through the SB. Dr
Rafeeq Alam Khan said that the current promotions were against
the rules of the university. "I am aghast at the unilateral decision
taken by the university administration. They cannot bypass the
Syndicate, which is the proper institution for approving or
disapproving such decisions," he said. However, according to a
KU official who sought anonymity, an incentive scheme for non-teaching
staff members between grades 1 and 16 was approved by the Syndicate and
it was the proposal for staff between grades 17 and 19 which was
disapproved. The Registrar's office manipulated the scheme by adding
Grade 16 with upper grades to allow them to jump to Grade 17 without
passing through the SB, he said.

CPP faction protests new education policy
Karachi: The rulers of Pakistan are deliberately destroying the education sector
and educational institutes to make citizens of the country their
'slaves', members of one faction of the Community Party of Pakistan
(CPP) alleged on Thursday. The activists demanded that the
government invest 10 per cent of the GDP on education as well as offer
free education till Class 10. The government should implement this at
the grass root level, they demanded. In this regard, the party
also staged a demonstration against the Education Policy 2009 at the
Karachi Press Club (KPC). CPP Secretary General Khadim Thaeem said that
the party had issued a call for a countrywide protest and the
demonstration at KPC was a part of it. CPP Sindh Secretary Rauf
said that Pakistan cannot become a successful country until major
changes are made in educational policies. The education system should
be based in line with modern sciences and values of secularism, to
enhance the quality of education, he said. The news
