Schools reopened but attendance of students remained very thin
Rawalpindi: Almost all the federal, armed forces and private educational
institutions reopened here on Monday, but attendance of students remained very
thin, as the parents were reluctant to sent their children to educational
institutions fearing security threats. However, some private schools
remained closed on Monday despite notification for reopening of the educational
institutions.Many parents said, "After suicide
attack on International Islamic University we and our children are still in fear
and do not want to take a risk. We will not send our children to schools till
their educational institutions complete all the security arrangement," they
said. Muhammad Akram, father of a student, said that he did not send his
son to school because he was still scared of any terror attack. Many heads of
the private institutions didn't reopen their schools and colleges, as they were
in confusion as a notification by the Punjab government says that all those
educational institutions, which have completed their required security
arrangements, would be reopened from Monday and strict action would be taken for
non-implementation of security arrangements laid by the
government. Rawalpindi Commissioner Zahid Saeed said that we could not check the security arrangements of all the schools
and colleges in a few days, that's why we are focusing on top 200 sensitive
educational institutions including public and private schools and colleges. He
said we have directed all the schools to take security measures and increase
their security. He said we have formed some teams for checking their security
arrangements. EDO (Education) Malik Muhammad Ashraf said that
all the schools of the Punjab government has been reopened from Monday but very
low attendance of students was witnessed as parents are still in fear of terror
attacks. He said all the schools and colleges have been directed to increase
their security as soon as possible. Information Secretary Rawalpindi
Association of Private Schools (RAPS) Tehmeena Malik said that overall
attendance of children remained low in private schools. She said many private
schools remained closed on Monday, as they were busy completing their security
arrangements. "Now the government should give them some time as they are trying
to complete their security arrangements," she said. The news

Govt schools open, private still closed
Islamabad: The capital's federal government schools on Monday reopened after
remaining closed for five days on security grounds. However, majority of
the private schools including international educational institutions didn't
open. According to an official, international schools will reopen on November
2. Private Educational Institutions' Regulatory Authority (PEIRA) had
asked the opening of schools in line with the government's instructions but most
of the capital's private educational institutions didn't follow the
instructions. People were indecisive on whether or not to send their children to
schools under current delicate law and order situation. Regarding
confusion about the reopening of schools, PEIRA Chairman Atif Kiani said it was
the decision of the Interior Ministry to close schools and the decision about
their reopening was also made by the ministry. He said the authority had issued
no notification for the closure of schools on Monday. He said schools
without proper security arrangements should do the needful without delay for the
safety of their staff and students. He said the government alone could
not provide security to all educational institutions. Meanwhile, Private
Schools Network President Zafraan Elahi has demanded that the government provide
educational institutions with sufficient security. Daily times

Education security zones set up for capital
Islamabad: Interior Minister Rehman Malik said on Monday that education
security zones have been set up in the capital to enhance security of
educational institutions. The minister said that under this
programme, well-trained 300 security guards of civil defence will provide
security to schools, colleges and universitates in various sectors of the
capital. He said that after bomb blast at Islamic University we decided to
provide red zone like tight security to entire Islamabad. "we will fulfill
security requirement of residents of the capital".
Replying to private schools are important for us, adding private institutions will be
administratively bound to make proper security arrangements.
He said all out efforts are being made to enhance capacity development of police.
He said for security reassessment and keeping in view concerns of parents, we decided to
close education institutions not only in Islamabad but in all provinces.
"But there as pressure from parents, Vice Chancellors and education heads and students to
open institutions so that it did not give an impression of surrendering to
terrorists. "we are not afraid, rather we are ready to fight", the minister
said."To cope with this pressure, I constituted two seperate committees-one for schools and
the other for colleges and on the recommendation of these committees we decide
to open institutions".
Answering a question, he said address of the Turkish Prime Minister to joint parliament is a
historic step which reflects deep rooted friendship between the two
countries.
Rehman Malik said that MoU has been signed between the two countries to issue 90 days
visa to businessmen of the two counties." It will be not visa but just a stamp for which only requirement will be letter of
invitation from chamber of commerce, it is major relief for businessmen of
Pakistan".He said they will set terms and conditions to ensure that this facility is not abused.
The minister appreciated Secretary Interior, IG Islamabad, Chief Commissioner, SP
security, DIG and all police officials to ensure tight security during visit of
Turkish Prime Minister. APP

Islamic varsity reopened with rallies against terrorism
Islamabad: Classes resumed at the Islamic International University (IIU)
here on Monday after the administration put in place enhanced security
arrangements on the campus to ward off terrorist incidents like the one that
took place last week. Six students – four females and two males – and
one employee of the university were killed in the twin suicide bombings last
week, which triggered closure of schools, colleges and universities across the
country. Two women and a man are still in critical condition, with
doctors striving to save their lives. Though most of the schools,
colleges and universities opened in the Punjab and Sindh provinces on Monday,
the NWFP government has decided to keep the educational institutions closed for
another week in the wake of the ongoing South Waziristan offensive, which has
sparked a wave of suicide bombings in the province. In Balochistan,
schools and colleges would remain closed till Wednesday as the provincial
government has announced three-day mourning after the weekend killing of
education minister Shafiq Ahmed Khan. On Monday, private vehicles and
cabs were not allowed to enter the IIU campus. Only the entry point facing the
Police Lines in H-11 was open, where the universi ty's security staff did
not allow any student or staff members to proceed until they wore their identity
cards. Overall attendance remained thin but several hundred students,
both male and female, staged separate "Istehkam-i-Pakistan" rallies on their
respective campuses, condemning the forces which were harming the country. They
expressed their sympathies to the bereaved families of slain students.
Participants of the rallies were holding banners and placards inscribed
with slogans against extremists. A senior IIU official
said the university had taken every possible measure to bolster security on the
campus. The university has over 100 guards for its campus, which was spread over
700 acres. He said all entry and exit points except one had been closed so that
everybody entering the campus could be thoroughly checked. About the
plans to build a parameter wall around the campus at a cost of Rs60 million, the
official said the university submitted a proposal to the Higher Education
Commission (HEC) more than six months ago and was waiting for the release of
funds. In response to another question, the official said over 80 per
cent of IIU students were enrolled in various disciplines and it was a wrong
perception that the institution only produced Islamic scholars in various
branches of Islamic studies. "Yes, the university do offer advance
research facilities in the field of Islamic studies, but it is paying equal
attention to other subjects," the official said."We have departments like art
and literature, bioinformatics and technology, mass communication, management
sciences, psychology, environmental sciences and many others. The IIU has really
transformed into a modern day research institute," the official said. He
also criticised the media coverage of the bomb blasts, complaining that
reporters largely presented the IIU as a conservative institution which had
nothing to do with modern knowledge. The block that was hit by one of the
bombers houses more than 15 departments, but the media only highlighted Shariah
department, he added. According to the IIU sources, the administration
held special meeting on Monday to buy state-of-the-art security equipment such
as walkthrough gates and metal dictators, which would be installed on the campus
on emergency basis. Dawn
