Court stays results of C'wealth scholarship tests by HEC
| RAWALPINDI, Sept 15: A Single Bench of Lahore High Court Rawalpindi Bench
comprising Justice Syed Sajjad Hussain Shah directed the Chairman Higher
Education Commission (HEC) Friday not to announce the results of Graduate Record
Examination (GRE) to be held on September 16, 2007 for selecting candidates for
grant of Commonwealth Scholarships by the Federal Ministry of

Muhammad Farrukh Bashir and Manzoor Ahmed, both candidates for
the Commonwealth Scholarship have filed a writ petition challenging the format
of the test conducted by the National Testing Service (NTS) for the said
purpose. The counsel of the petitioners, Barrister Masroor Shah, argued before
the Court that an irrelevant and extraneous criterion has been devised by the
HEC to select candidates for the Commonwealth scholarships. Lawyers
contemplating to earn scholarships for post graduate legal education are
required to sit in the exam, most of which comprises of mathematics, algebra and
geometry. Consequently, Barrister Masroor Shah contended that candidates who
otherwise might have high legal acumen, are denied an equal playing filed
vis-a-vis other candidates who have studied mathematics. Even otherwise, the
Counsel said, the prime purpose of conducting such exams is to gauge the
eligibility of students to pursue post graduate degrees abroad. Examining them
in an area other than that of their own field of study is infringement of their
fundamental constitutional rights. Twisting the criterion to suit a particular
class of candidates is unlawful and liable to be set aside by the High Court
under Article 199 of the Constitution of Pakistan.
The Court after hearing
the arguments of Barrister Masroor Shah, issued notices to HEC, NTS and the
Federal Ministry of Education, directing the respondents neither to announce the
results of the GRE exam to be held on Sunday, September16, 2007 nor recommend
candidates for the grant of General Commonwealth Scholarship to the donor
countries.
The petition was initially fixed for hearing before Justice Abdul
Shakoor Piracha, who declined to adjudicate upon the matter and transferred it
to Justice Syed Sajjad Hussain Shah for the fact that his own son was a
candidate for the Commonwealth Scholarship. The Nation

"Keeping international standards of testing, it is worth mentioning that maths is an essential componant of all tests. However even if this plea of the lawyers is mantainable even then it is cruel to stop the results of other students. Hence I suggest that the no. of scholarships for lawyers may be separated along with the group of law students and the results for others should be announced, so that they can move on with the planning of their future."

"NTS is doing good job but in the same time testing a student through a procedure which is not prerequisite for PhD and it may screen out many eligible students is not a good idea. I got HEC scholarship in 2004, but it was turned down at common wealth secretariat due to late submission of valid IELTS score. For my next attempt for this scholarship HEC made it prerequisite to score GRE above 70. For working professionals like me, it is difficult to spare time for GRE preparation, so I could not make it in the next two attempts. It was unfortunate to assess someone to be eligible in this way. Many outstanding students will be left out coz of this requirement/ my submission is to exclude GRE/GMAT as prerequisite for this scholarship. The rest is Ok. Best."

"Mistakes in NTS common wealth scholarship test 2009" It is indeed a regret to say that the standard of NTS has fallen down to the worse. In the "Blue Book" which I took in Common Wealth Scholarship 2009, there were questions wrongly written in the book especially the choices given were blunders especially in Analytical portion. For instance the reprinting of same choice more than once in the same question and in another question all choices negates the fundamental clause of arguments thus making whole question unanswerable. In Math portion one question states that "If there are 50 students in class, 28 are female and 27 are male..." This defies the credibility of NTS of such responsible job. If possible award full marks for all wrongly placed questions/choices in exam sheet."

"hi local gre exam conducted by nts followed the same criterion as cherished by nts, usa, which evaluates the acumen of the aspirants for the postgraduation. if this is bogus then the whole of our education system starting from fsc to professional education is redundant. So, for the sake of despondants-who could not score well- it is beyond comprehension to halt the aclivity of others."
