Govt asked to make recruitment through FPSC
ISLAMABAD, Sept 19: The Special Committee of the Public Accounts Committee of National Assembly has
directed the government to make recruitment in Government jobs from Grade 11 to
15 through Federal Public Service Commission (FPSC).
The Special Committee
of Public Accounts Committee of National Assembly met here under its chairman,
Riaz Fatyana Tuesday in the Parliament House.
The Special Committee observed
that the nepotism and favoritism increased immensely after authorizing
departments to make recruitment. The Committee also directed to streamline the
procedure of the promotion of the Government Officers.
The Special Committee
reviewed the revenues of Senate and NA Secretariat for fiscal year of 1995-96
and audit objections in this regard have been disposed off.
The Chairman and
members of Special Committee of PAC opined that the departments were authorized
to make recruitment in Jamali's tenure which increased favoritism.
The
meeting was informed by Secretary Establishment Division Tariq Bukhari that the
recruitment of Intelligence Officers was made by FPSC, however the promotion
cases normally were hanging in balance, as immense internal politics exist in
the Departments. The Promotion Cases were not forwarded to Board in time and
ineligible persons got promotion.
The Committee also directed the head of
every ministry and the department to submit a certificate at the end of the year
regarding the status of any pending case of the promotion.
The Committee
also took the notice of buying Saving Certificates worth of Rs. 3 million from
the development budget of Rs. 5.8 million in National Institute of Public
Administration (NIPA).
The Secretary Establishment informed that the officers
used all possible sources to get high administrative post and if an officer is
deputed to comparatively less important department like NIPA, sense of
depression prevailed in the family of the officer, he added. The Nation
