Health secretary gets notice over private medical college at LGH
LAHORE, Sept 18: Advocate Muhammad Azhar
Siddique on Monday sent notice to the Punjab health secretary wanting details of
his department's agreement with a US company to set up a medical college
attached to Lahore General Hospital.
He said that in its advertisement
the government stated it wanted to provide health facilities to the public for
free. However, he said that in his opinion the project was meant for the upper
classes. "This goes against the constitution and discriminates against the
people of Punjab," he added.
He said that if so he was ready to tender
the public's case at any forum. He said that before going to the superior courts
his company Muhammad and Ahmed Law Firm had sent notice to the health
secretary.
He said that it had come to his knowledge that the Post
Medical Institute/Lahore General Hospital (LGH) board of management and Punjab
government were entering into an agreement to set up a college with the
cooperation of the Centre for International Medical Education (CIME), United
States.
He said that under the proposed agreement the government had
procured the project to establish a medical college and training centre for
doctors, nurses and paramedics. "LGH will be exclusively attached to the project
to provide required facilities for teaching, training and allied skill
development," he quoted the agreement as saying.
He said he had learnt
that the Punjab government would provide 100 kanals to CIME for the
project.
He asked the health secretary to supply him with certified
copies of the agreement (concession agreement, the lease deed and service
agreement) executed between the government, LGH and CIME or the company to be
incorporated by CIME.
He also asked the secretary to give him the name of
the person representing CIME in Pakistan.
He said he hoped the government
had followed and obeyed the law contained in the Punjab Medical and Health
Institution Act 2003 and Punjab Medical and Health Institution Rules 2003. "The
idea of leasing LGH must have been discussed by the board of management and
therefore I may be updated with details of the minutes of the meeting and names
of people who attended it or who approved it," he added. Daily Times
