Supreme Court stopped fresh appointment of lecturers in model colleges
Islamabad, Sep 30: A three-member bench of the Supreme Court (SC) on
Tuesday directed Ministry of Education not to make fresh appointment of
lecturers in federal government (FG) model colleges. The SC
bench comprising Justice Sardar Muhammad Raza Khan, Justice Raja Fayyaz
Ahmed and Justice Khilji Arif Hussain was hearing an appeal filed by
117 ad hoc and daily-wage lecturers serving in various colleges of the
federal capital against an advertisement of the ministry for fresh
recruitment of lecturers. The court observed that hundreds of
teachers were serving in various colleges of the federal capital on ad
hoc or daily-wages for years and instead of regularising their
services, the ministry was bent upon making fresh appointments, which
was discriminatory. The court directed the Education Ministry
and Attorney General of Pakistan (AGP) to submit a detailed reply
within 15 days that why daily-wages lecturers were not regularised on
the orders of high court. Earlier on June 20, the Islamabad High
Court (IHC) had issued a stay order against fresh recruitments in
Islamabad model colleges by Ministry of Education and Federal Public
Service Commission (FPSC). The representatives of daily-wage
teachers had filed a petition against non-regularization of their
services by the ministry despite the fact that they were working for
many years. The court had ordered the Education Secretary, Director
General Federal Directorate of Education and FPSC not to recruit any
fresh lecturer against the advertised posts until further orders. The
counsel for the petitioners had presented three advertisements
published in leading newspapers for the posts of lecturers and junior
lady teachers for Islamabad model colleges. Earlier in April
2008, the court had directed the ministry to consider the
regularisation of teachers working on daily wage basis and the ministry
had assured the court that those teachers would be appointed whenever
recruitment process started. The petitioners had stated that the
advertisement of 250 posts for the recruitment of lecturers in
Islamabad model colleges and announcement of date for interviews by the
FPSC on June 29 was in violation of the court orders. After the
abolition of IHC, they moved the SC.

"The supreme court bench comprising of three judges has issued orders to minstry of education to appoint lecturers/teachers on regular basis serving in islamabad model colleges or schools on contracr/ad-hoc basis for three years. this order is the sheer violation of law and i am surprised that how supreme court may supersede the role of constitutional institutions like FPSC or PPSC. The said regularization orders are null and void abinitio.I will suggest to all effected qualified aspirants to be appeared in FPSC exam for lecturership to contest the unfair decioson and unite on a plateforum to file the intera court appeal within Supreme court.The credibility and competency of these three judges of supreme court is a ? mark for the youth preaparing for bs-17 lecturership exam held by FPSC. We all have to unite and raise the voice for justice and awe all expect that CJ,Ch Iftikhar Husain will reconsider the matter and re direct to ministry for conducting FPSC exam so qualified students or contestant."

Teachers vow not to allow ineligible teams inspect colleges
Rawalpindi: College teachers vowed on Tuesday not to allow 'ineligible
and ineffectual' monitoring teams to check their performance by paying
surprise visits to educational institutions. They said they
would unanimously pass a condemning resolution against the monitoring
teams and send it to Punjab Chief Minister (CM) Shahbaz Sharif, Chief
Secretary Javed Mehmood and Secretary Education. This decision
was made in a meeting, chaired by Punjab Professors and Lecturers
Association (PPLA) City President Prof Muhammad Ilyas Qurashi. During
the meeting, college teachers were said they were astonished as to why
the Punjab government had constituted the monitoring teams comprising
inexpert and unqualified officers. "It will not improve
performance of college teachers but surely build unnecessary pressure
on them, which will spoil their teaching skills and abilities," they
said. Prof Ilyas Qurashi said the Education Department had
already a sturdy monitoring system comprising five different officials
including principals and vice principals of colleges, district officer
(DO), colleges, deputy district officers and divisional director,
colleges, to keep an eye on teachers. He said monitoring of
performance of college teachers thorough these teams actually indicated
the distrust that the Punjab government had in college principals, vice

Girls complained about shortage of teachers
Rawalpindi: Students of the Government Viqar-un-Nisa College for Girls have
complained about the shortage of English teachers, as more than seven
sections of different classes were without any English teacher. According
to college sources, students of five sections of second-year and two
sections of first-year don't have any teacher for English. A
second-year student said: "Almost one month has passed since
the college opened after summer vacation, but so far the college
administration has not been able to hire English teachers for various
classes." She said that the majority of students spend their time of
English period either in cafeteria or playing. A first-year
student said: "We haven't started studying English and it will become
very difficult for us if the situation prevails." The mother
of a student said: "We requested the principal to provide English
teachers to students, but over a month has passed and no new teacher
has been appointed yet." Government Viqar-Un-Nisa College for Girls Principal Bilqees Akhtar
said: "I have asked the director colleges to grant permission for
recruiting new teachers." She admitted to the fact that many sections
of the college were without English teachers. According to her, some
internee teachers were trying to fill in the gap temporarily. However,
she was confident that the matter would be resolved soon. Director Colleges Dr. Muhammad Ashraf said: "The orders
for new recruitments are being issued from the secretary's office. As
soon as we receive the orders, we will recruit teachers on vacant
posts."

Chinese photo exhibition at IIU

Regularisation of teachers opposed
Peshawar: Threatening to launch a protest movement, the Muttahida
Mahaz-e-Asatiza Tuesday urged the government to reverse the decision to
regularise the services of the ad-hoc teachers. Addressing a
press conference, Chairman of the Muttahida Mahaz-e-Asatiza, Haji Abdul
Manan Khan, said the teacher community of the province had already been
deprived of their rights. "Now by regularising the services of contract
employees, the government has dealt another blow to the teachers," he
added. The first protest, he said, would be held outside the
Government High School Mardan on October 8. He said they had presented
a charter of demand and instead of accepting their demands, the
government appointed 2,073 teachers without any test and interview. He
claimed that over 100,000 teachers had suffered due to what he called
the wrong policy of the government and demanded of the government to
appoint the teachers through old criteria of the Provincial Pubic
Service Commission. The news
