Proposals sought for raise in lecturers pay
Karachi: The Pay and Pension Commission-2009 has sought proposal from leaders
of Sindh Professors and Lecturers Association (SPLA) to give raise in salaries
of the college teachers. Leaders of SPLA, including Prof Ather Hussain Mirza
and Professor Muzaffar Rizvi, gave suggestions in a meeting with Pay and Pension
Commission-2009, held recently under the chairmanship of Dr Ishrat Hussain,
former governor of the State Bank of Pakistan, a participant of the meeting on a
condition of anonymity said on Sunday. The meeting was also
attended by Federal Secretary Establishment, Federal Secretary Finance,
President Habib Bank, Dr Shams Qasim Lakha and Provincial Secretary Finance, he
said and added that teachers' representatives, in their proposal, shows concern
over the government proposal to separate professional services, including
education, from the government's unified pay scales, and said that a new
allowance should be created to financially assist the teachers' community. He
said, "Teachers suggested that five annual inflation allowances, giving to
teachers, should be merged in the basic of the salary. House rent should be
increased while running basic pay should be 60 percent of the salary. The
issuance of health allowance has been stressed through insurance company, as the
health allowance is considered one of the most important problems for teachers.
Teachers recommended Rs 10,000 for teachers on account of PhD allowance while Rs
5000 for MPhil allowance." It is pertinent to mention here that Pay and Pension Commission is expected to
finalise its recommendations before December this year, as the government gave
interim-relief of 20 per cent increase in pays and pensions in the budget
2009-10 and has vowed to implement the commission's recommendations from January
1, 2010. This proposal will now be discussed with the provincial governments
before its finalisation. The commission also formed various subcommittees to
finalise the recommendations on the modalities of proposed pay and pension
reforms. It is also worth mentioning that leaders of SPLA have already showed
their concerns over the deterioration of education at college level in Sindh.
They are of the view that college teachers are considered as the major hurdle in
term of privatising the colleges that is why they are being deprived from their
basic service rights, including health insurance, job confirmation, housing
project, up gradation of teachers and increase in salaries. The teachers are
waiting for their due promotions for the last many years. However, the
department is unconcerned towards the genuine rights of the teachers, because
education enemies know that the provision of such facilities will help teachers
to do their work with more concentration. The nation
