IIUI teacher's dismissal order set aside
Rawalpindi: The Lahore High Court (LHC) here on Friday suspended
the dismissal order of a professor teaching environmental sciences in
the International Islamic University, Islamabad (IIUI). Justice
Sagheer Ahmed Qadri of the LHC's Rawalpindi bench suspended the August
30 order of the university's president about termination of Dr Mohammad
Irfan Khan till September 7, and directed the university to file written
reply till the next hearing. Making the university's president
and the IIUI board of governors' chairman respondents, the petitioner
told the court he was being victimised after the Supreme Court took suo
moto notice of certain appointments in the university allegedly in
violation of rules. The petitioner said he had earlier filed a
petition urging the court to stop the university's administration from
taking any adverse action against him after negative remarks were
inserted in his annual confidential report (ACR) for 2009. Though Justice Qadri took up the petition on August 30 asking for the
university management's response, his termination orders were issued on
the same day, citing the negative marks in his ACR. Dr Khan said the
university's president was not authorised to terminate him under the
IIUI Ordinance 1985 as only the BoG could take such decision. Referring to a news item, the petitioner said the university
administration had held him responsible for the apex court's suo moto
notice about appointments in the university. He said somebody wrote to
the apex court that the appointments were not advertised and the
candidates were recruited without interviews. Dr Khan said the
reporting officer of his ACR, Dr Muhammad Riaz, a professor of software
engineering, had inserted adverse remarks about the period when he was
not in the university. The petitioner, who is also convener of National
Curriculum Revision Committee of Higher Education Commission on
environmental sciences, said under the rules the reporting officer
should have asked him to fill a self-assessment performa but the
requirement was not met in his case. Dr Khan, also member of
recently constituted national think tank of Planning Commission for
environmental laws, said the countersigning authority did not write any
remarks on his ACR, showing he did not agree with the reporting officer.
The petitioner asked the court to set aside his termination order and
direct the university's administration allow him to continue his work. Dawn

NIP to issue 3000 placement letters of 6th batch 2010
Islamabad: Around 3000 intending candidates of National Internship
Programme would soon be issued placement letters of NIP 6th batch 2010. An
official of NIP here on Thursday explained the reasons of delay
in issuance of placement letters, saying that the verification of
degrees and other documents from Higher Education Commission (HEC) have
not been completed and as soon as the process is completed, induction
letters would be issued to the eligible graduates under the programme. He said that another reason was
shortage of staff with the management of NIP, adding that we have no
idea how to deal with thousands of NIP internees. Many applicants have received their placement letters all over the country including Azad Jammu and Kashmir and FATA, he added.
The induction process of 6th batch
will be completed within a week. He also said that under the Special
Programme of Haqooq-e- Balochistan "we have to issue 304 induction
letters after the HEC and NADRA verification". NIP programme is designed for the benefit of young unemployed postgraduates and graduates all over the country, who have completed 16 years of education from
recognized universities or degree awarding institutions including external candidates. The scheme is intended to provide
financial relief to fresh graduates and also to keep them engaged and
interested in acquiring additional knowledge and real work life
experiences, thereby facilitating their employability in the country. The interns are working on various
assignments in the Ministries/Divisions/ Attached Departments,
Autonomous Bodies, Corporations of the Federal Government and
Provincial/District Governments conveniently located near their
hometown so far as practical. While answering a question
regarding delay in stipends he informed that we have to issues all
cheques to the ministries and if there is any delay it is not our
fault, its up to ministries to give stipend on time. He assured that he will take
strict notice on delay stipends. He said that we are also working with
private companies to further provide opportunities to the youngsters. The placement with various government organizations will be based upon the academic qualifications of the interns and matching the broader academic
disciplines with broader functional categorization of jobs within the government. The interns will be required to
join the programme on full time basis and follow prescribed rules and
regulations of the concerned organizations. He said that MoYA is one of the
Key ministries of the Federal Government. Youth is an imperative
section of society, which plays a pivotal role in the economy for
sustainable growth and overall progress of the country. The current ratio of youth
population in the country (i.e. 27% of the total (population) and its
future projection insinuate to "Demographic Dividend", which provides
an opportunity for rapid socio-economic growth and development of human
efforts for a better life. App
