Karachi, Aug 03: The academic committee of the Board of Secondary Education
Karachi (BSEK) has announced that the new textbook of mathematics volume-I and
II for Class X (science group) will be applicable in the 2010 academic year and
the papers will be prepared from both the volumes. The decision was
taken at a meeting held under the chairmanship of the board's chairman, Brig E.
M. Shafiullah Qureshi on Friday. It was also decided that the old
physics (theory) book of Class X containing 19 lessons would be used for 2010
examination as was done in the 2009 examination. Ppi

Karachi: The Board of Secondary Education Karachi (BSEK) has announced on
Sunday that the enrolment forms of Class IX, annual examination–2010 for Science
and General Group (Regular) and registration forms of SSC Part I, Private
Candidates would be accepted from August 10 to October 17,
2009. Secretary, BSEK, Hoor Mazhar said that candidates would enrol with
the board and submit their forms without late fee from August 10 to September 12
at the NBP, or HBL or Askari Commercial Bank (Board Office Booths).
However, late fee Rs100 would be charged from Sep 14 to Sep 30, 2009 and
late fee Rs200 would be collected from Oct 1 to Oct 17, she added. The
enrolment forms may also be obtained from General Store of the Board against
payment of cost of forms required through pay order, in favour of Secretary,
BSEK, she added. According to her, fee statement and attested photo copy
of recognition, renewal letter, certificate valid upto 2009-2010 could be
deposited in accounts section of the Board (Room No 4) along with required fee
in the form of 'Pay Order' in favour of the Secretary, BSEK.

Strange system at work in Education department
Karachi: The detailment system at Sindh Education Department through which
several people were either promoted or transferred to other departments, has
been denying the deserving candidates their due promotion, it has been learnt. Despite the fact that the Chief Minister Sindh Qaim Ali Shah had
imposed ban on the detailment and pay scale systems during his first cabinet
meeting, many illegal postings/transfers have reportedly been made through
detailment system in the education department. Detailment is a system of
posting or transferring an official of one department to the other or one
district to other. The beneficiaries of this system though work on the posts
where they are posted or transferred to, they get there salaries from the
department they actually belong to. The sources from education department said
that many illegal postings and transfers of assistants of other districts
through this strange system have been reported in the educational offices and
schools of the city. This exercise is in full swing due to which many senior
clerks working under the administration control of Executive District Officer
(EDO) Education have been unjustly promoted, sources claimed. However,
the EDO Education Muhammad Ibrahim Kumbhar said that there was only one
case of detailment in the department and it was entertained on a request by
government of Sindh. "If they (the government) order us to consider any
particular person, we are bound to obey them," Kumbhar said. According to
sources one such case is that of Sikandar Ali Gopang, the Assistant of
Department of Education (Elementary) Female, Sukkar who has been posted through
detailment system as Assistant of Department of Education (Elementary) Female,
Bin Qasim Town. Sources said that Gopang's notification number (S-IV)/ IDI/(59)/
2009 was issued on June 15 this year and approved by the concerned officials.
Furthermore, Ghulam Rasool Bhutto from Larkana was assigned to look after the
Account Officer, District Education Officer, Elementary, Male, which is a vacant
post of Assistant, Grade 11 in Karachi despite that Grade 11 employees are
available in the department to do the job, sources added. Yet another
such case is that of, Qamar Iqbal, a junior school teacher from Globe Lower
Secondary School, North Nazimabad, who has been posted at Intermediate Board
Office. The said people including others are involved in violation of
Recruitment Rules 1989, the sources added. Most of the people who came in
Karachi through detailment have provided fake documentation to get promotion
orders. These postings of outsiders on certain posts through this system have
disturbed the process of merit-based promotion, the sources claimed. On
the other hand the Secretary, Education and Literacy Department, Government of
Sindh, Rizwan Memon said that he was against the detailment system and never
supported it. Although he made it clear that if his remarks on any detailment
case were overlooked by the superior authorities and that particular person was
allowed to resume work then he could do nothing in this regard. However,
Memon mentioned that a person on detailment always gets bottom place in the
seniority list and detailment is somehow allowed on humanitarian grounds. He
added that if aggrieved person visit him with complains on this matter then he
would entertain their request and would justify the cases of detailment if
any. Unfortunately, this system has been working for a long period of
time now. Even senior officials have been affected by this system and their
right of promotion to the position they deserve has been denied. The aggravated
employees have demanded to the authorities to send all those employees who have
benefited from this system, back to their mother organisations at the earliest
