Teachers' recruitment test to be conducted again
Karachi, July 24, 2008: Fourteen thousand teachers will be recruited on merit in different schools of Sindh to overcome the staff shortage and strengthen the education system.

This was stated by Sindh Minister for Education and Literacy Pir Mazharul Haq while addressing a news conference in his office on Wednesday.

He said the posts would be advertised soon and it would be decided if tests for the job be conducted through the Institute of Business Administration, Sukkur, because of its sound reputation.

The minister pointed out that a three-year agreement was reached with the World Bank under its development policy credit. The bank extended a very soft loan to the Sindh government in 2006 to be recoverable in 20 years under the deal. The loan was provided for hiring of teachers with a condition that the recruitment should be based on merit and made through a written test with passing score set as 60 per cent.

The first instalment of the loan to the tune of US$100 million was released to the Sindh government, which placed an ad for the recruitment of 14,500 primary, junior and high school teachers in 2007. Around 150,000 candidates appeared in a written test, conducted by the IBA Sukkur, last year. However, he said, former chief minister Arbab Ghulam Rahim unilaterally decided to reduce the passing score from 60 per cent to 40 per cent. Mr Rahim also issued directives to this effect to the education department, the minister said, adding that when the financial institution came to know about it, the second instalment of the loan was not released. Consequently, he said, not a single teacher could be appointed.

After he took over, the minister said, he was approached and briefed by a World Bank team about the agreement. It was told that the second instalment of the loan would be released only if the government would follow the terms of the agreement, he said.

Mr Haq pointed out that there was no teacher in 7,500 schools in the province. He said he agreed to fulfil the bank's requirement as far as teachers' recruitment was concerned.

He made it clear that merit alone would be the criterion in the realm of education.

Sukkur IBA Director Nisar Ahmed Siddiqui was also present on the occasion along with the provincial education secretary.

Sindhi compulsory
A circular was, meanwhile, issued to all the private educational institutions in the province on the directive of Sindh Minister for Education and Literacy Pir Mazharul Haq, asking the managements of the private schools to teach Sindhi as a compulsory subject.

In case of non-compliance, the registration of the institution may be cancelled, according to the notification issued through the director registration and inspection, private institutions in Sindh.

It was pointed out that some private institutions were reluctant to teach Sindhi as a compulsory subject in violation of the Sindh Private Educational Institutions (Regulation and Control) Ordinance, 2001, Amended Act 2003 and Rules 2006.

It was also pointed out that an inspection team, after summer vacations, would undertake visits and action would be initiated against those found flouting the directive. APP

'WB must make it easier for us to hire teachers; they don't pass the test'
Karachi: The World Bank's 60 percent benchmark for teachers in Sindh has to be lowered, argued Education Minister Pir Mazharul Haq Wednesday, otherwise the government will never be able to fill schools.

At a press conference in his office on Wednesday, Haq said that according to the WB criteria, teachers who wanted jobs needed to score 60 percent marks in a test taken by IBA. "There is a big difference in the mental approach and the educational facilities available to candidates from Karachi and Kandhkot," said Haq giving an example, "and the WB needs to bring down its requirements to 50 or 33 percent." He added that he was in contact with the WB country head.

He justified his reaction by arguing that interior Sindh has been deprived of proper teachers because many candidates simply did not fulfill the WB's criteria. "The WB must bring down the cut-off rate to 33 to 50 percent." Daily Times

Change in job criteria mala fide: protesters
Thatta: Candidates who passed IBA-conducted test for teachers' jobs but were later denied offer letters alleged on Wednesday that the change in percentage points for passing marks from 40 to 60 after the test had been held was a conspiracy aimed at fleecing the unemployed youth and accommodating favourites.

The candidates' leaders Syed Jalal Shah, Raju Qureshi and Amjad Memon who led a procession held in protest against undue delay in issuance of job letters said the condition was an afterthought and a violation of all canons of merit and ethics.

They said that the result of test published in newspapers only contained marks obtained in written test, not including the marks obtained in viva voce.

They said that the government should give them relaxation taking into consideration literacy rate in Thatta district, which was lower than Karachi, Hyderabad and other districts of the province.

They claimed that if the 60 per cent condition was applied not a single candidate would be able make it, though there were 581 vacant posts for junior school teachers in the district.

Of 650 seats for PSTs, only 120 candidates had been issued offer letters and for 100 seats for HSTs only three candidates of 54 who had passed the test had been issued offer letters, they said.

They demanded that the authorities should look into the irregularity and issue offer letters to candidates keeping in view the district's literacy rate.

Job-seekers take EDO, IBA official to court
Larkana: The Larkana circuit bench of the Sindh High Court on Wednesday gave two days to the Kandhkot-Kashmore EDO of education to file comments on a petition, accusing him of deleting two petitioners' names from the final list of candidates who had passed a test for high school teacher's jobs.

Noor Khan Bakhrani and Niaz Ahmed Khoso stated in the petition that they appeared in test for the jobs and were declared successful according to a list of 129 candidates prepared by the Sukkur branch of the Institute of Business Administration (IBA). A total of 267 candidates had appeared in the test conducted by IBA.

They said their names were placed on the list at No1 with highest marks of 66 and at No8 with 60 marks, they said. The advertisement had said that the candidates who secured 40 per cent marks would be selected but then the department changed the passing marks percentage to 60 per cent.

They said that the list of successful candidates was published on July 16 but it made no mention of petitioners. They learnt after meeting with director of IBA that their names had been deleted from the original list.

The petitioners accused the director of IBA and EDO of education of deleting their names without justification, which was also a violation of Article 4 and 25 of the Constitution.

They requested the court to direct the respondents to give them jobs on merit as per original list of successful candidates in which their names were listed at serial number 1 and 8.

Justice Ghulam Dastgir Shahani heard the petition in the presence of EDO Din Mohammed Solangi and representatives of director of IBA. The EDO sought two days to file comments, which the court granted him till July 25.

The representative of the director said in the comments filed in the court that the IBA tabulated and announced the result in light of a list provided by EDO in the form of a compact disk.

The first CD, which they received, had the seat numbers of both petitioners with 66 and 60 marks, respectively, but the second CD provided to them after about a week of the announcement of the result did not have the petitioners' names, he said.

The petitioners did not possess BEd degree hence the IBA's second list excluded their names, the EDO contended, adding that the IBA was not competent to declare whether the petitioners were eligible or ineligible for the job.

Inayat Morio, advocate for the petitioners, said that the names of only three successful candidates out of eight who had secured 60 and above marks were published in newspapers while the names of five others, including the petitioners who had secured top marks, had been deleted.

The court would hear the petition on July 25. Dawn
