candidates appeared in a written test, conducted by the IBA Sukkur, last year.
However, he said, former chief minister Arbab Ghulam Rahim unilaterally decided
to reduce the passing score from 60 per cent to 40 per cent. Mr Rahim also
issued directives to this effect to the education department, the minister said,
adding that when the financial institution came to know about it, the second
instalment of the loan was not released. Consequently, he said, not a single
teacher could be appointed.
After he took over, the minister said, he was
approached and briefed by a World Bank team about the agreement. It was told
that the second instalment of the loan would be released only if the government
would follow the terms of the agreement, he said.

'WB must make it easier for us to hire teachers; they don't pass the test'
Karachi: The World Bank's 60 percent benchmark for teachers in Sindh has to be
lowered, argued Education Minister Pir Mazharul Haq Wednesday, otherwise the
government will never be able to fill schools.
At a press conference in
his office on Wednesday, Haq said that according to the WB criteria, teachers
who wanted jobs needed to score 60 percent marks in a test taken by IBA. "There
is a big difference in the mental approach and the educational facilities
available to candidates from Karachi and Kandhkot," said Haq giving an example,
"and the WB needs to bring down its requirements to 50 or 33 percent." He added
that he was in contact with the WB country head.
He justified his
reaction by arguing that interior Sindh has been deprived of proper teachers
because many candidates simply did not fulfill the WB's criteria. "The WB must

Job-seekers take EDO, IBA official to court
Larkana: The Larkana circuit bench of the Sindh High Court on Wednesday
gave two days to the Kandhkot-Kashmore EDO of education to file comments on a
petition, accusing him of deleting two petitioners' names from the final list of
candidates who had passed a test for high school teacher's jobs.
Khan Bakhrani and Niaz Ahmed Khoso stated in the petition that they appeared in
test for the jobs and were declared successful according to a list of 129
candidates prepared by the Sukkur branch of the Institute of Business
Administration (IBA). A total of 267 candidates had appeared in the test
conducted by IBA.
They said their names were placed on the list at No1
with highest marks of 66 and at No8 with 60 marks, they said. The advertisement
had said that the candidates who secured 40 per cent marks would be selected but

July 16 but it made no mention of petitioners. They learnt after meeting with

the respondents to give them jobs on merit as per original list of successful
