Pakistani students can apply for Australian resident status after 2 yrs

KARACHI, July 10: It is not just higher education that Australia has to offer, there is also an opportunity for young, skilled students of Pakistan, to stay there as permanent residents.

The students, who stay in Australia for only two years for any educational course, are eligible to apply for Permanent Residence (PR) status, which comes with all sorts of social benefits except for the right to vote. Due to this, many Pakistani students choose Australia for higher studies, experts said.

"Although Australian universities offer very few scholarships, about 15 sponsored by the Australian education ministry, a majority of young students, undergraduates and graduates, are inclined towards an Australian education. It is basically due to the PR policy for the skilled students," said the Indus Pak Advisors director, Muhammad Ghazali Akhter.

"Australia has a shortage of skilled citizens and this is their way of filling the gap," said Ghazali. Hundreds of Pakistani students are attracted to its 39 universities, including 37 public, and other technical institutes, every year, in the programs of Diploma, Bachelors and Masters. Agriculture, IT and media studies are the latest trend for the Pakistani students, who get a professional degree from there at relatively low cost. Due to the opportunity offered for a part-time job during study and comparatively lower living expenses, Australian educational institutions are gradually becoming the preferred choice for young Pakistani students.

"One can work for 20 hours a week for a part-time job, which is enough. A city like Sydney is comparatively more expensive and costs run to about 800 Australian Dollars per month. But others such as Melbourne, Adelaide, Perth, Brisbane, the Gold Coast and Darwin are less expensive and cost not more than 500 to 600 Australian Dollars per month. These are the places where our students are most interested in," said Ghazali.

The Australian High Commission officials and the Australian ministry of education's official website direct all interested students to consult authorized agents located in major cities of many countries. "It is basically the complications in the process that need an expert advisor. An applicant could be misguided," said officials. "In Karachi, a total of five consultant agencies are affiliated with various universities and institutions of Australia, and they give advice, directions, and supervise each step of the application process."

Acquiring a visa is another complicated process where the slightest of mistakes can jeopardize the entire process, officials and agents claim. "Here also, authorized agents can provide a helping hand with their experiences," said an official related to the Australian High Commission. A fee of Rs 22,900 is charged for the Australian visa, according to the website However, students should be cautioned that they can follow through with the process themselves without the help of an agent who is likely to receive a commission on each case.

Candidates require an attested copy of the High School Certificate or any equivalent, IELTS certificate, a primary offer letter from the institution and a bank statement of direct blood relations, for the application, and this varies from course to course. Applicants for the two-year diploma course will have to present static cash in bank, a minimum Rs 2.5 million and a minimum IELTS score of 5.5. In the case of a four-year graduation course, a bank statement of at least Rs 4.5 million is required and minimum IELTS score of 6. For the 2-year Masters courses, Rs 3 million and a score of 6.5 in IELTS is required. After verification of all the documents, a Pre-Visa Assessment (PVA) letter is issued to the agents who then direct the student to submit a part of the academic fees to the university and the Australian medical insurance fee. The university then issues a CEOS (Confirmation of Enrolment Overseas Students) certificate.

A medical certificate is also required, to be taken from a doctor recommended by the Australian High Commission. It costs Rs 3,000 for all the tests, including HIV, Hepatitis B and C and TB. "With the CEOS certificate and the medical clearance, the final visa application will have to be submitted. The entire process takes 10 to 12 weeks. The entire process could be easily carried out with the help of authorized agents in your locality," officials added.

At present in Pakistan, the students of HSC and A-levels are waiting for their results after having appeared in examinations, a month back. This is the time for applying to Australia for admissions in February 2008. Daily times
