No new syndicate, IBCC tells private university
Karachi: A private university functioning in a residential accommodation at Hyderabad has showed its interest in conducting the annual examinations at matriculation and intermediate level in the district. However, their desire to set up an examination board has been quashed by the Inter Board Committee of Chairmen (IBCC), well-placed sources at IBCC said the other day.
The University of EAST that signifies with the abbreviation of Engineering Arts Science and Technology (EAST) University had succeeded getting its Charter in 2002 through an Ordinance issued by the Sindh Governor, they said. University of EAST (UoE) is offering education in social sciences and languages despite that they have been chartered to offer courses in the faculty of Arts, Engineering, Science and Technology, the sources added.
The building is located in Latifabad, Hyderabad. It is spread over 1000 sq yards and has a basement and 33 rooms used as classrooms and offices. The UoE is currently organising various classes in different disciplines including M Phil and Ph D level, they further said. The university has told the IBCC that after the approval of the Board of Governors, the Examination Board of the University has started functioning for the academic year 2010-11.
Sources said that ordinances issued between 1999 and 2002 had given an umbrella protection to private sector institutes. Even after these ordinances became law through the 17th Amendment, the University ignored the charter.
Although, the 2002 ordinance had a clause allowing the university authorities to establish an education board of its own and conduct SSC and HSC Examination accordingly but, no such clause was approved for the UoE, sources said. The circles concerned claims that if the provision of the ordinance becomes controversial to the extent of its one part that may lead to bring the whole enactment questionable on technical grounds.
This situation has raised the question among the circles concerned regarding the authenticity of the provision of the UoE Ordinance that envisages to establish a separate educational board in the private sector to conduct SSC I-II and HSC I-II examination and also to affiliate the institution that intend to join them.
After the refusal from the IBCC to establish a new Educational Board at the UoE to conduct examination at matriculation and intermediate level, the matter has become a bone of contention between the administration of the university and the institutions that intended to seek affiliation with the UoE, sources said.
In the recent past, the university, after many unfruitful efforts had once again applied for equivalence purposes to the IBCC citing the example of the Aga Khan Education Board, but the IBCC once again turned down their request, they said.
Prof. Muhammad Mohsin Ata of the UoE to comment on the matter, he said that he was clueless about the establishment of the examination board as he was not dealing with the matter. Surprisingly, the application, for getting permission to establish the examination board, submitted at the IBCC contains the signature of Ata as (proposed) Secretary Examination Board but, he was reluctant to admit it.
"I am teaching in the Department of Urdu in the University and have no information regarding the application of the examination board," he said. "You should call the Registrar, Imran Shaikh, who can comment on this issue," he said. However, Shaikh was not available to comment in this regard.
