DOH (HAAD) License for Doctors 2026: Eligibility Requirements & Process

DOH (HAAD) License for Doctors Quick Summary

To get a DOH (formerly HAAD) licence in Abu Dhabi, you apply on the TAMM portal with UAE PASS and complete primary source verification (DataFlow). Then you pass DOH review and the Pearson VUE exam (unless exempt), link to an Abu Dhabi facility and clear security checks. For a General Practitioner, the minimum is a recognised medical degree, a 12-month internship and 2 years of clinical experience after the internship.

If you want to practise as a doctor anywhere in the Emirate of Abu Dhabi, you need a licence from the Department of Health, Abu Dhabi (DOH). Older colleagues will still call it HAAD, the Health Authority, Abu Dhabi. Below I cover who is eligible (GP, Specialist and Consultant), the step-by-step licensing process, and which exam you will sit. Eligibility now follows the UAE Unified Healthcare Professional Qualification Requirements (PQR), shared by DOH, DHA and MOHAP. What are the general eligibility requirements for all doctors?

Recognised medical degree
MBBS, MBChB or an equivalent basic medical qualification from an accredited institution.
12-month internship
One year of internship after graduation, covering internal medicine, general surgery, Obs & Gynae and pediatrics.
Licence & good standing
Current licence or registration from your country of practice, plus a certificate of good standing no older than 6 months when you apply (not required for UAE nationals).
No long gap in practice
A gap of more than 2 years needs CME/CPD and supervised training. Non-UAE nationals cannot apply with a gap of more than 5 years.

DOH eligibility for GP, Specialist and Consultant

The Unified PQR (3rd version) sets the following minimum requirements for physicians. Specialty qualifications are grouped into Tier 1, Tier 2 and Tier 3, and the tier decides how much experience you need.

General Practitioner (GP) MBBS, MBChB or equivalent from an accredited medical school; completed 12-month internship; current licence/registration. 2 years of clinical experience after the internship, in an accepted specialty: cardiology, critical care, emergency medicine, family medicine, general surgery, internal medicine, Obs & Gynae or pediatrics (for example in a hospital, PHC or ER).

UAE nationals, children of Emirati women and non-UAE graduates of UAE universities are exempt from this experience if they obtain the GP title within 2 years of finishing the internship.
Specialist Basic medical degree plus a specialty qualification listed in the PQR’s recognised specialty certificate tables (for example a board certificate, fellowship, MD/MS or equivalent after structured residency training). Tier 1 and Tier 2: no experience required after the specialty qualification*
Tier 3: 3 years (1 year for UAE nationals and children of Emirati women)
Consultant As for Specialist, with a recognised Tier 1 or Tier 2 specialty qualification. Tier 1: 2 years after the specialty qualification
Tier 2: 5 years (3 years for UAE nationals and children of Emirati women)
Tier 3: cannot attain the Consultant title

How to get a DOH (HAAD) license: step-by-step process

The DOH Licensing Procedural Manual (2024) describes the following sequence for a new physician licence:

STEP 1
Create a TAMM account with UAE PASS
All DOH licensing services run through TAMM, the Abu Dhabi government portal. Read what UAE PASS is and how TAMM works for DOH.
STEP 2
Complete primary source verification (DataFlow)
Your degree, internship, experience letters and licence are verified with the issuing institutions. The DOH manual gives a time-frame of 24 working days for this step. See the DOH DataFlow process and how to track your DataFlow status.
STEP 3
Submit your application for DOH review
Upload your documents in TAMM and select your title (GP, Specialist or Consultant). DOH review (credentialing) is listed as 5 working days. Check the DOH required documents and the DOH credentialing process.
STEP 4
Pass the DOH exam (unless exempt)
After approval, pay the booking fee in TAMM and book through the Pearson VUE link in your account. The exam step stays open for 6 months. See the exam section below and our DOH exam registration guide.
STEP 5
Link to a facility, clear security checks and get your licence
A licensed Abu Dhabi facility must link you to its establishment (within 3 months, or the application expires). After security clearance and payment, the licence is issued and is valid for 2 years. For the full cost picture, see the DOH complete process and cost page.

Which DOH (HAAD) exam do doctors take?

DOH exams are delivered by Pearson VUE. The exam type depends on your title and specialty, according to the DOH Licensing Procedural Manual (2024):

Specialist: Anesthesia, Dermatology, Internal Medicine, Family Medicine, Pediatrics, Otolaryngology, General Surgery, Obs & Gynae CBT: 100 MCQs, 2 hours
Consultant: the same specialties, plus Ophthalmology CBT: 100 MCQs, 2 hours
All other Specialist and Consultant specialties Oral exam: 45 to 60 minutes, in English (DOH oral exam guide)
  • Result: shown as PASS or FAIL on TAMM, within 24 hours for CBT and within 5 working days for oral exams. DOH does not publish a fixed pass percentage (DOH passing score explained).
  • Attempts: 3 in total across the UAE authorities, plus 1 last attempt with a different authority (DOH retake policy).
  • Validity: a PASS is valid for 5 years, subject to the PQR criteria.
  • Exemptions: granted only under the PQR exam equivalency criteria and the DOH exemption list (for example, a DOH pass in the same title within the past 5 years). DOH confirms any exemption during review.

Recognised specialty qualifications by country (legacy HAAD lists)

These lists come from the older HAAD qualification requirements. We have kept them because readers still ask about them, but treat them as background only. The current Unified PQR has its own Tier 1, Tier 2 and Tier 3 tables, and some qualifications have been added or moved. Check your exact qualification and tier in the current PQR on doh.gov.ae before you apply. Qualifications not listed are referred to DOH for individual assessment.

Ireland Certificate of Specialist Doctor issued by the competent authority recognized for this purpose by the Minister of Health/ inclusion in the Irish G.M.C Specialist Register.
South Africa 1. Fellowship of one of the Specialty Colleges (e.g. Medicine, Surgery, etc.) or
2. M.Med. degree (Master of Medicine).
Switzerland Specialist, Facharzt, Specialista (awarded by the Federal Department of Home Affairs).
Sweden Swedish Board. Issued by the National Board of Health and Welfare.

Who was eligible for a Consultant position? Tier 2 qualifications (legacy)

Required under the legacy criteria: at least 3 years of postgraduate specialisation sponsored by a WHO-listed medical school or a fully JCI-, Canadian- or Australian-accredited hospital.

Frequently Asked Questions

How much experience does a GP need for a DOH (HAAD) licence?

Under the UAE Unified PQR, a General Practitioner needs a 12-month internship plus 2 years of clinical experience after the internship. The experience must be in an accepted specialty: cardiology, critical care, emergency medicine, family medicine, general surgery, internal medicine, Obs & Gynae or pediatrics. UAE nationals, children of Emirati women and graduates of UAE universities may be exempt from the experience requirement.

Do I need DataFlow verification before the DOH exam?

Yes. In the DOH process, primary source verification (PSV, handled through DataFlow) comes before DOH review, and DOH review must be approved before you can book the exam. Start DataFlow early. At 24 working days, it is usually the slowest step.

Can I take the DOH exam in my home country?

Often, yes. DOH exams are delivered by Pearson VUE. After DOH approves your application, you choose a date, time and test centre through the Pearson VUE link in your TAMM account. Availability varies by country and city, so check Pearson VUE’s test-centre search for DOH exams before you book.

Does MRCP or another postgraduate exam exempt me from the DOH exam?

Exam exemptions are granted only under the PQR exam equivalency criteria and the DOH exemption list, and DOH confirms them during review. Passing part of a postgraduate exam (for example MRCP Part 1) is not, on its own, listed as an exemption or as a substitute for GP experience in the PQR we reviewed. Check your case on TAMM before you book.

How long is a DOH licence valid?

The DOH Licensing Procedural Manual states that an issued licence is valid for 2 years. Before it is issued, a licensed Abu Dhabi facility must link you to its establishment within 3 months, or the application expires.

Is DOH the same as HAAD, and does it cover Dubai?

Yes, DOH (Department of Health, Abu Dhabi) is the new name for HAAD. It licenses healthcare professionals in the Emirate of Abu Dhabi only. Dubai is licensed by DHA, and the northern emirates by MOHAP. All three follow the Unified PQR.
