No, and no authority claims it does. A pass (or an approved exemption) tells employers you can be licensed quickly. Finding the job remains your responsibility, so it is worth knowing the market for your title before you start the MOHAP exam or any other.
Two practical points follow. First, pick the authority for the emirate where you actually want to work, because a licence from one authority does not let you practise in another emirate. Second, keep working at home while you apply. Employers look for recent, licensed experience, and the authorities do not accept a long gap in practice.

Jobs sit in three broad sectors: government, military and private. The split matters more than most applicants expect.
The private sector is larger and keeps growing, especially in Dubai and Abu Dhabi, so that is where most first jobs come from. Can I change emirate later?
