USMLE Steps Passed? MOHAP Exam Exemptions for USMLE Holders 2026
USMLE and MOHAP Exemption Quick Summary
Passing USMLE does not exempt you from the MOHAP exam automatically. MOHAP accepts exemption documents "as per PQR or DHA eligibility", and the DHA exemption list for GPs names a pass in USMLE Step 3 (not Step 1 or Step 2 CK alone), so a Step 3 pass is worth uploading and the evaluation officer decides; an exemption removes only the exam, and the experience, DataFlow and good standing rules still apply.
Doctors who have passed the United States Medical Licensing Examination (USMLE), often with ECFMG certification and sometimes a US residency behind them, reasonably expect some credit in the UAE. They do get some, but not always the credit they expect. This page is only about USMLE holders applying to the Ministry of Health and Prevention (MOHAP). Does passing USMLE exempt me from the MOHAP exam?
It can, but nothing is automatic, and it depends on which steps you have passed. MOHAP, DHA and DOH all follow the Unified Healthcare Professional Qualification Requirements (PQR). The PQR exempts professionals who have passed "certain international examinations" or hold an active licence from certain regulators, once they meet the requirements of the title they apply for. It also says the exemption is limited to the exam and does not cover any other licensing requirement.
MOHAP's evaluation form has a field for exemption documents "as per PQR or DHA eligibility". DHA's published exemption list for General Practitioners includes proof of passing USMLE Step 3. That is why Step 3 matters so much more than Steps 1 and 2: it is the step that appears on the list.

Only MOHAP can confirm an exemption, and it does so after reviewing your file. No agent or website, including this one, can promise it in advance.
Do USMLE holders also need UAE work experience?
You need experience, but it does not have to be in the UAE. Licensed experience from the USA, your home country or anywhere else counts. What you need depends on the title:
- General Practitioner: 2 years of experience after internship, in specialties the PQR accepts for the GP title (cardiology, critical care, emergency medicine, family medicine, general surgery, internal medicine, obstetrics and gynaecology, pediatrics). UAE nationals, children of Emirati women and UAE graduates who obtain the GP title within 2 years of internship are exempt from this.
- Specialist: a recognised specialist qualification from a programme of at least 3 years, then experience by PQR tier: none for Tier 1 and Tier 2, 3 years for Tier 3. An earlier version of this page said "residency plus 2 years"; that is not the current rule.
- Consultant: 2 years as a specialist after a Tier 1 qualification or 5 years after Tier 2 (Tier 3 cannot reach Consultant). ABMS board certification removes this experience requirement outside surgical and interventional specialties.
MOHAP counts experience from the date your professional licence was issued, so years worked on a US training licence are looked at as training, and MOHAP decides how to credit them. How do USMLE holders apply for a MOHAP exemption?
Is there an interview for USMLE holders?
No. MOHAP's evaluation process lists no interview or oral, whether you are exempt or not. Your file is assessed on documents, and the exam, if required, is the Prometric test.
Is it the same for DHA Dubai and DOH Abu Dhabi?
The principle is the same because all three follow the PQR, but each publishes its own list. Frequently Asked Questions
Am I exempt from the MOHAP exam if I passed all USMLE steps?
Not automatically. A USMLE Step 3 pass is named on DHA's GP exemption list, which MOHAP refers to, so upload it as an exemption document with your evaluation. The MOHAP evaluation officer decides whether you still sit the Prometric exam.
Do USMLE Step 1 and Step 2 CK exempt me from the MOHAP exam?
Not on the lists we have seen. Exemption lists refer to USMLE Step 3. Steps 1 and 2 CK still help a lot with preparation, because the MOHAP paper uses a similar clinical vignette style.
Does an exemption mean I do not need experience or DataFlow?
No. The PQR limits an exemption to the exam. You still need the experience your title requires (for a GP, 2 years after internship), a positive DataFlow report, a Good Standing Certificate dated within 6 months and no gap in practice over 2 years.
Do I need UAE experience if I have passed USMLE?
No. Licensed experience from any country counts, measured from the date your professional licence was issued. The amount depends on the title: 2 years for a GP, and for specialists and consultants it depends on the PQR tier of the qualification.
Does ABMS board certification make me a Consultant in the UAE?
The PQR lets ABMS-certified physicians take the Consultant title without the usual experience requirement, except in surgical and interventional specialties. It decides your title; whether you sit the exam is a separate decision by the evaluation officer.
